Question 1

Posted: 3/9/2021

Question: 1. Many planting beds and tree rings have not been pine strawed in a long time and in many cases the grass has grown back right up to the trunk . What is the expectation for pine straw installation around each individual Oak, palm, and crepe myrtle currently in landscaped areas? Should the contractor anticipate redefining these tree rings and installing pine straw twice a year. 2. Almost all the of the palm tree need a significant amount of pruning, more than one season of growth? Will the county accept a one-time pruning fee in the first year or provide County staff assistance in the first year to get them into manageable state for the remaining years of the contract? 3. Will the county provide staff or financial resources in the first year to correctively edge a majority of the pathways and sidewalks that are overgrown with turf so maintainable baseline can be established? 4. Is it the County’s expectation the main thoroughfares (Buckwalter Pkwy, 278, and Bluffton Parkway, Gardens Corner, & McGarvey Corner be patrolled daily for litter or debris spills) 5. Are any County facilities, buildings, or property parcels located adjacent to or near the areas to be maintained included in this RFP? 6. Lake Point Drive is specified at 4,131 feet to maintain. However the length is actually about 1800 linear feet from Buckwalter to Arbormeade Circle. Are both sides of Lake Point Drive to be maintain making up the difference in linear feet specified? 7. The RFP Specifies that the contractor is responsible for all damage from storms rated at a Category 2 or less? Can you clarify expectation of servicing the damage? Removal of all debris at contractor’s expense? Just stage debris for county pick up? Trees to juts be cut and pushed but removed by county? 8. Will the contractor minimally be able to service the Spanish Moss Trail with Cart/ utility vehicle and or will contractor be able to utilize vehicles and trailers to service the path when needed? 9. Please explain, to the best of your knowledge and county experience servicing these areas. How is alleged vehicle liability/ damage claims processed or handled? If proper signage and traffic management is utilized, as outline by the SCDOT, is the contractor harmless for damages to vehicles possibly resulting from our work in normal conditions? 10. Accidents and vehicular damage is inevitable on the roadways. What is the expectation for addressing the landscaping after accidents? Do we need to provide documentation of damage after accidents? After documenting the damage should the contractor remove dead or damaged material, smooth out ruts, and refresh pine straw?

Response: 1. Yes, redefine the tree ring with a minimum 5’ diameter around each overstory and understory tree. 2. Almost all the of the palm tree need a significant amount of pruning, more than one season of growth? Will the county accept a one-time pruning fee in the first year or provide County staff assistance in the first year to get them into manageable state for the remaining years of the contract? A one-time pruning is not included in the contract. The pruning work should include the removal of all dead, dying or broken palm fronds, dead/dried fruits and deteriorated boots. 3. Will the county provide staff or financial resources in the first year to correctively edge a majority of the pathways and sidewalks that are overgrown with turf so maintainable baseline can be established? No 4. Is it the County’s expectation the main thoroughfares (Buckwalter Pkwy, 278, and Bluffton Parkway, Gardens Corner, & McGarvey Corner be patrolled daily for litter or debris spills) Beaufort County expects at minimum weekly litter patrol/pick up as part of the routine landscape maintenance; including debris spills. 5. Are any County facilities, buildings, or property parcels located adjacent to or near the areas to be maintained included in this RFP? (I’m not aware of any, but along Highway 278 there are none) 6. Lake Point Drive is specified at 4,131 feet to maintain. However the length is actually about 1800 linear feet from Buckwalter to Arbormeade Circle. Are both sides of Lake Point Drive to be maintain making up the difference in linear feet specified? I don’t know the answer to this question & am not familiar with this area. 7. The RFP Specifies that the contractor is responsible for all damage from storms rated at a Category 2 or less? Can you clarify expectation of servicing the damage? Removal of all debris at contractor’s expense?Yes Just stage debris for county pick up? This sounds reasonable to me, but is your decision to call.Trees to juts be cut and pushed but removed by county? I don’t understand the question. 8. Will the contractor minimally be able to service the Spanish Moss Trail with Cart/ utility vehicle and or will contractor be able to utilize vehicles and trailers to service the path when needed? Per Robert Merchant, the County should mirror the same practices that the City of Beaufort uses to maintain the Spanish Moss Trail within their jurisdiction because the trail has the same paving standard throughout the trail system. 9. Please explain, to the best of your knowledge and county experience servicing these areas. How is alleged vehicle liability/ damage claims processed or handled? I don’t know the answer to these last 2 questions. If proper signage and traffic management is utilized, as outline by the SCDOT, is the contractor harmless for damages to vehicles possibly resulting from our work in normal conditions? I don’t think so, but I am not certain.10. Accidents and vehicular damage is inevitable on the roadways. What is the expectation for addressing the landscaping after accidents? Beaufort County would request a quote from the successful Contractor to restore the area/plants and have the option to negotiate for a better price or not to accept the quote. Do we need to provide documentation of damage after accidents? Yes, provide photographs and call in to the Sheriff’s Dept. or the Bluffton Police Dept. to file a police report; then provide the County with the official police report. After documenting the damage should the contractor remove dead or damaged material, smooth out ruts, and refresh pine straw? Contractor would be required to remove the damaged plant material(s) and smooth out the ruts. New pine straw would be included in the quote to restore the area.

Question 3

Posted: 3/10/2021

Question: 1. Is the current condition of the medians and roadways acceptable or you looking for improvements to the current condition? 2. Sidewalks - How far to the left and right of the sidewalks should be mowed or is this edging, weed control, blowing only? 3. HWY 278 - Only medians? No ROW on the left and ride sides of 278? 4. Are you expecting weed control/insect control/ and fertilization on non irrigated turf or just irrigated turf? 5. Irrigations repairs from valve out are included in quote or separate? 6. Are there any specific trash requirements other than picking up trash as we mow? 7. Does Mc Garvey Corner include all sides of the large intersection for mowing out to the roads ? If yes, what about mowing on the wood line side of the on and off ramps? 8. Gardens Corner - Is this the entire intersection or just the traffic circle? 9. The current condition of the medians will require improvement to meet the landscape maintenance specifications. 2. Sidewalks - How far to the left and right of the sidewalks should be mowed or is this edging, weed control, blowing only? Sidewalks along the highways: Turf should be mowed & edged between the street and the sidewalk and mowed & edged 5’ minimum on the non-street side of the sidewalk. Are there any specific trash requirements other than picking up trash as we mow? Pick up the trash as mowing/regular landscape maintenance is done and legally dispose of it 7. If yes, what about mowing on the wood line side of the on and off ramps? Areas that are currently maintained/mowed would be included in this scope of work. 8. Gardens Corner - Is this the entire intersection or just the traffic circle? The traffic circle and (2) Hwy. 17 medians will not be in this contract until June 2023. 9.
