Description: Notice is hereby given to prospective proposers that sealed Proposals for the complete design and construction of the Advanced Water Treatment and Capacity Upgrades (the “Project”) will be received by the Clayton County Water Authority (the “Owner”) at 1600 Battle Creek Road, Morrow, Georgia 30260 until 11:00 a.m. local time, the 12th day of April 2024, and then at said office the Proposals will be opened, and the names of the proposers will be read aloud. Any Proposals received after the specified time will not be considered.
The Owner has adopted a competitive award process for evaluation of Proposals for design and construction of the Project, which is to be performed pursuant to a progressive design-build delivery.

A mandatory Pre-Proposal Meeting for the Project will be held on Tuesday, February 27, 2024, at 11:00 a.m. local time to discuss the Project. Failure to attend the mandatory Pre-Proposal Meeting shall result in the prospective proposer being disqualified from submitting a Proposal.

Project site visits will be offered on Monday, March 4 through Friday, March 8, 2024. Prospective proposers who wish to visit the Project site shall register with the Owner via e-mail at CCWA_Procurement@ccwa.us no later than 12:00 p.m., local time, on Wednesday, February 21, 2024. Each Proposer may register for only one site visit and must provide an e-mail contact for receipt of site visit information. On Thursday, February 22, 2024, the Owner will use a random process to assign registered Proposers to available time slots. The Proposer will be advised via their e-mail contact immediately thereafter of their assigned time slot and will receive further instructions. Site visits will last 4 hours. Proposers may use this time to meet with the Owner to discuss the project and visit the sites. Site visits will begin at the Terry R. Hicks Water Production Plant (WPP) site located at 1693 Freeman Road, Jonesboro, Georgia 30226 and will continue to the Hooper WPP and Smith Facilities.
The Owner is planning to construct a new Hicks WPP next to the existing Hicks WPP to increase treatment capacity. To meet and exceed the U.S. Environmental Protection Agency‘s (EPA) regulations for the removal of per- and poly-fluoroalkyl substances (PFAS) planned to be made public in 2024, advanced treatment processes will be added to the Hicks WPP Site and to the Hooper WPP. Existing Smith pumping facilities will be improved to bring additional raw water capacity to the Hicks WPP Site. Owner objectives for the project upgrades are documented in the Project Planning Report within the RFP.
The Project will be funded by Georgia’s Drinking Water State Revolving Loan Fund and Emerging Contaminants Grant through the Georgia Environmental Finance Authority and will be subject to regulations and requirements of the Georgia Environmental Protection Division and the EPA. The Project will also be funded by EPA’s Water Infrastructure and Finance Innovation Act (WIFIA) and subject to regulations and requirements of the EPA.
All prospective proposers who wish to participate in the competitive award process for the Project shall submit their Proposals pursuant to the Owner’s Request for Proposals (RFP). Copies of the RFP may be obtained at CCWA's Website for download. Hard copies of RFP documents are the responsibility of prospective proposers.
The Owner will keep a list of entities that have been sent a copy of this Advertisement. This list may be obtained by contacting the Owner at CCWA_Procurement@ccwa.us.
Proposals must include all of the information requested in the RFP and must be accompanied by a Bid Bond as prescribed in the RFP. Failure to supply the bond or to sign the Proposal will be grounds for rejection.
To perform public works, the proposer and its subconsultants and subcontractors, prior to award of a design-build agreement, shall hold or obtain such licenses as required by state statutes, and federal and local laws and regulations. All firms must be licensed in Georgia and have a registered agent in Georgia.
All communications, questions, and comments shall be submitted to the Owner by email no later than 11:00 a.m., local time, on Monday, March 11, 2024. All communication should be directed to the Owner at the following e-mail address: CCWA_Procurement@ccwa.us.

Questions, if answered, will be addressed by Addenda to the RFP, which will be posted at https://www.ccwa.us/procurement/. Addenda will also be provided via e-mail to prospective proposers who have registered with the Owner as instructed in the RFP. Receipt of any Addenda or amendment to the RFP shall be acknowledged by the proposer using the form provided with the RFP.
Except as expressly provided in, or permitted by, the RFP, from the date of issuance of the RFP until final action of the Owner’s Board of Directors (Board) of approval of contract award, any party, including its employees and agents, submitting a Proposal shall not initiate any communication or discussion concerning the Project, the RFP or the party’s Proposal or any part thereof with any Owner’s employee, agent, or representative of the Owner’s Board. Any violation of this restriction may result in the rejection of that party’s Proposal.

Owner’s right is reserved to reject all Proposals or any Proposals not conforming to the intent and purpose of the RFP
