RFB 2020 – 12 – LMIG ROADWAY RESURFACING PROJECT – DEER RUN NORTH

BID ADVERTISEMENT

 

The City of Woodstock, Georgia (CITY) hereby issues a request for bids (RFB) from qualified contractors for the purpose of milling, asphalt paving, striping, and traffic control, if necessary, for 19 specific roads in Deer Run North as listed in Exhibit D.

 

RFB details and document information may be found by visiting Vendor Registry or Georgia Procurement Registry. All questions must be submitted through Vendor Registry. 

 

All responses to this RFB must be received electronically through Vendor Registry to the City of Woodstock, Georgia no later than 3:00 P.M. on April 1, 2020.  Bids will be publicly opened and read aloud at 3:01 P.M. at the City of Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All bids will be evaluated by the City and the project will be awarded, if it is awarded, within 60 days of the bid opening. The Contract will be awarded to the lowest, responsive, responsible Bidder as determined by the review committee and as approved by City Council.

 

Goods and services shall meet or exceed the following guidelines:

 

Mill 1 1/8” roadway and connections; 1 1/8” asphalt overlay; Thermoplastic installation matching existing, if necessary; Traffic control (one lane must remain open at all times); Available work hours 8:00 A.M. to 3:00 P.M.; Shall conform to federal, state and local requirements and regulations; Must meet GDOT pavement and smoothness requirements

 

Pricing should be itemized for each street as specified on the two (2) Pricing Sheets. The contractor shall be responsible for furnishing all materials and labor to complete the project and shall coordinate construction dates and times with the City of Woodstock, Georgia Public Works Director.

 

Pricing shall be valid for a period of 60 days after the RFB submittal date. The awarded contract will allow for piggybacking for government entities in Georgia. The Contractor shall submit a progress payment request after thirty (30) days for the completed work. The City shall make a progress payment to the Contractor on the basis of a duly certified and approved progress payment for the work performed during the thirty (30) days under this contract, but to insure the proper performance of this Contract, the City shall retain ten percent (10%) of the amount of each pay app as retainage up to fifty percent (50%) of the total project if such work is satisfactory and completed on schedule as determined with the City.

 

All work is expected to be completed within 60 days after a notice to proceed has been issued, pending any unnatural weather occurrence. Bidder further agrees to pay as liquidated damages the sum of $250 per each consecutive calendar day that the Bidder shall be in default after the date stipulated in the contract for completing the work.

 

The successful bidder will be required to furnish OWNER with Insurance and Workman's Compensation Insurance. All bids must be accompanied by a certified check or bid bond of a reputable bonding company authorized to do business in the State of Georgia, in an amount equal to at least five percent (5%) of the total amount of the bid. Upon award of this RFB, a 100% project value performance and payment bonds must be provided to City.

 

CONTRACTORS and SUBCONTRACTORS bidding on this Project will be required to comply with all Federal, State, territorial, and local laws. The City reserves the right to accept or reject any and all bids or any or parts of a bid wherein its judgment, it will be in the best interest of the City; waive any technicalities/informalities in the RFB document and bid process; and to qualify and award any or all of this contract in any manner in which the City, acting in the sole and exclusive exercise of its discretion, deems to be in the City’s best interest. If no acceptable bid is received, the City also reserves the right to re-solicit bids, at its sole discretion.

Question: 1. Regarding the 2 ft Class B Widening, should the concrete widening be black color or regular concrete color is acceptable? or should the contractor installed 1.5 inches of asphalt over the concrete widening. 2. what is the thickness of the concrete widening?

Response: I think this question is actually for the RFB 2020 - 11 Rope Mill Road Stormwater Project. 1) Regular concrete is acceptable. No. The topping of asphalt is not necessary for this project. 2) The thickness of the concrete widening should be GDOT standard which is 6" concrete for Class B. Thank you!

Question: Is this a lump sum bid? If so please disregard the following question. If this is a unit based bid, will you please provide a more detailed bid table? The current one shows quantities in miles which is very unusual. Also the bid table does not match the pricing sheet per road (also in miles).

Response: The bid calls for pricing itemized for each street as specified on the pricing sheet and itemized per task for piggybacking purposes (Section 3.0 Item 3). The pricing sheet Exhibit D is itemized by task with a total for each street. Exhibit E is itemized per task for piggybacking purposes.
