Response: No. The County will not accept "pending" or "in application" for key personnel's licensure/registration. The license is required at the time of submittal.

Primary Services states, ‘tasks listed under each sub-area represent the types of tasks most likely to be requested.’ Of the 5 listed sub-areas, is there an order to which category is most/least likely needed? 2. Proposal Requirements request a workflow diagram or description of the steps that would be taken for a project. Is there a particular project model or example that this should be based on? 3. Are subconsultants required to sign the NDA? 4. Proposal Requirements request the Offeror’s team shall have horticulture experience in planting design and native plant material knowledge in the Mid-Atlantic region. Does this require a Certified Horticulturist? 5. After proposals are due, when will the County announce notice of decision to award?
Response: Response to Question 1: No, there is not an order to which category is most/least likely needed. The County does not know which supporting services would be most/least likely required. Response to Question 2: A workflow diagram/description of the steps should include typical steps that need to be taken to accomplish similar tasks. There is no specific project model this needs to be based on. Response to Question 3: Any employee (to include subcontractors) that the contractor assigns who will be working on this contract is required to sign the NDA. Response: An organizational chart is not part of the County's requirement. Offerors may provide the chart in any section they deem appropriate.

The County anticipates that any future statistically valid needs assessment surveys would be comparable to the one conducted previously.

Question: Scope of Services A (3) states “AutoCAD version used by the County, but also says files shall conform to DPR standards.” It is our understanding that DPR has their own CAD standards separate from the County. Please confirm which AutoCAD standards are required.
Response: This is an on-call contract and the services under this contract can be used by multiple departments. If used by DPR, DPR’s AutoCAD standards would be used.

With respect to non-mandatory terms for this engineering contract, we ask Arlington to consider the 2023 Virginia Public Procurement Act § 2.2-4302.2. Process for competitive negotiation, subsection 4 (excerpted below). Following evaluation of the vendors, would Arlington be willing to conduct contract negotiations with the highest ranked offerors related to modifications to the non-mandatory terms in pursuit of a contract that is satisfactory to both Arlington County and the vendor?
