Question: 1. Are subcontractors allowed? 2. If subs are allowed, do we need to bid at Davis Bacon wages, given that this is government work? 3. What are the general worker requirements if any?

Response: 1. Yes any vendor may sumbit on this solicitation. 2. While KCDC is a unit of local government, prevailing wages (Davis Bacon) do not apply. 3. Any general worker requirements are detailed in the solicitation document.

Question: Confirming is it correct that we should not add a cost for removal of popcorn ceilings if we do not have asbestos certification. To include the following projects: Cagle terrace, Isabella towers, Love towers, and Northgate towers?

Response: Services you cannot offer do not need to be priced unless you plan on subcontracting out this service. KCDC is clarifying that any popcorn ceiling with asbestos will need to be removed prior to painting by a vendor that is certified for asbestos removal. KCDC does not regularly remove popcorn ceilings and having that capacity is not a requirement for award.

Question: 1. What is KCDC turnaround time for inspection of prime coat after a request? Will it be done within an hour? 2. Are there textured walls in any of the residential units? 3. Will a KCDC representative confirm that the resident has completed their duties day of start? 4. If it is a very small job, will 2 painters still be required? 5. Is the square footage given for each unit the paintable wall square footage or the unit size square footage? 6. Is it possible to get a layout of the units for better accuracy for pricing?

Are there textured walls in any of the residential units? Answer: Not to our knowledge, 3. Will a KCDC representative confirm that the resident has completed their duties day of start? Answer: KCDC tries not to paint occupied units. However, KCDC would send notices in advance and check in with the resident the day prior if an occupied unit were approved for painting. 4. If it is a very small job, will 2 painters still be required? Answer: No. 5. Is the square footage given for each unit the paintable wall square footage or the unit size square footage? Answer: It is the unit size square footage. 6. Is it possible to get a layout of the units for better accuracy for pricing? Answer: Unfortunately KCDC does not have layout maps of the units.
