Description: The Town of Bluffton, South Carolina (Town) is seeking proposals from interested and qualified firms with past, proven, positive experiences in providing landscape and litter control for three (3) roadways within the Town of Bluffton under a fixed price contract. The target start date for performing these services is September 2024. Desired services shall be for Buck Island Road from Bluffton Parkway to Simmonsville Road, Simmonsville Road from Bluffton Parkway to May River Road (Rt. 46), and Hampton Parkway from Fording Island Road (Rt. 278) to Bluffton Parkway.

Offerors may bid one, two, or all three roadways and the Town reserves the right to offer multiple awards to the firm(s) that represent the best value to the Town; contracts shall be for a period of one (1) year with the option to renew for four (4) additional 1-year periods.

Notify Public Services of any significant issues.” - Please confirm clean up of this type will be billed outside of contract at an hourly rate or agreed upon project price. Impossible to predict what this could entail to project inclusion of proper labor time in contract. Scope section 6, item b - “b. Dead Plant Material: The Contractor shall be responsible for notifying the Town of any dead plant material and, upon instruction by the Town, removing the material.” - Please confirm any plant removal will be billed at n hourly rate or agreed upon project price. Impossible to predict what this could entail to project inclusion of proper labor time in contract. Please define width of right of ways The specifications call for a class A type turf chemical program including pre/post emergents, fertilization, and insect and disease control. The roadways do not appear to be receiving this type of treatment currently and beginning a program like this will likely create widespread bare dirt patches by killing off weeds while encouraging existing warm season turf types to spread and fill in over time. Is that the intention with this specification? Is the current contract performing under this same turf specification? Regarding the boilerplate contract: - Please provide commensurate termination terms for both town and contractor. Would request minimum 30 day notice required as well.
