Question: -Could FCPS please elaborate on the needs around QR codes and paper mailing? -What is the goal and vision for leveraging QR codes as part of this program? -Has FCPS utilized QR codes for survey administration in the past? -Would FCPS like to use standardized questions, custom content developed in partnership with the selected vendor, or a combination of both? -What type of content has FCPS used in past survey administrations? -Who would be the main users of the platform? -Could FCPS please confirm how, if at all, M/WBE subcontractor participation factors into the scoring criteria? -Is M/WBE subcontractor utilization required under this RFP? -How many total, maximum scoring points could a vendor achieve without M/WBE subcontractor utilization? -How many total, maximum scoring points could a vendor achieve with M/WBE subcontractor utilization? -When would FCPS like to begin survey administration? -Does FCPS anticipate interviews or demonstrations as part of the RFP process? -If FCPS anticipates conducting interviews or demonstrations as part of the RFP process, when does the District plan to hold presentations? -What language translations would FCPS like to include? -What is the anticipated budget for this program?

Response: -What is the goal and vision for leveraging QR codes as part of this program? A: Since current research suggests that mobile phones are the primary way some families access the internet, we are hoping that adding the use of QR codes into our mix will expand our participation in surveys. -Has FCPS utilized QR codes for survey administration in the past? No -Would FCPS like to use standardized questions, custom content developed in partnership with the selected vendor, or a combination of both? Combination of both, although we would like the survey experts to ensure that the questions are structured in a way that will collect valid and reliable results. -What type of content has FCPS used in past survey administrations? We have worked with K12 Insight and used the questions they have developed for us. -Who would be the main users of the platform? The firm selected would work directly with district level administrators on the surveys designed to collect districtwide data aligned to the strategic plan. But we envision also having a unified platform that any district employee could use to conduct smaller, simple surveys. -Could FCPS please confirm how, if at all, M/WBE subcontractor participation factors into the scoring criteria? FCPS encourages MWVBE participation if subcontracting will be used but it is not required for this solicitation. It will not factor into the scoring. -Is M/WBE subcontractor utilization required under this RFP? No -How many total, maximum scoring points could a vendor achieve without M/WBE subcontractor utilization? It will not factor into the scoring. -How many total, maximum scoring points could a vendor achieve with M/WBE subcontractor utilization? It will not factor into the scoring. -When would FCPS like to begin survey administration? In February 2023 -Does FCPS anticipate interviews or demonstrations as part of the RFP process? Not at this time -If FCPS anticipates conducting interviews or demonstrations as part of the RFP process, when does the District plan to hold presentations? n/a -What language translations would FCPS like to include? Our top 10 most prevalent languages are, in order: English, Spanish, Swahili, Arabic, Nepali, French, Japanese, Kinyarwanda, Chinese, Korean, Portuguese. -What is the anticipated budget for this program? We do not have one set. We have never conducted an RFP of this scope or attempted to unify all surveys under a single platform.
