Description: Beaufort County seeks bidders to perform site construction work on a county owned parcel along US 170 for the purpose of creating a regional stormwater detention pond. The successful contractor will provide all equipment, supplies, and labor including line and grade control, to clear, grub, excavate and haul offsite approximately 37,225 cubic yards of spoil. The contractor is responsible for offsite disposal of the excavated material. A geotechnical report identifying the in situ soils is included in the bid documents. Construction of the detention pond will also include fine grading, inlet/outlet control structures, rip rap overflow weirs, and slope protection measures. Access to the site is to be constructed along Hwy-170, consisting of an asphalt curb-cut in SCDOT right-of-way and an improved dirt/gravel drive internal to the site. The project is funded by a Federal Section 319 Water Quality Grant, which has a completion deadline of June 2018, so timely completion of construction activities is imperative.

Question: The schedule of estimated construction quantities lists 7" of Stabilized Aggregate Base Course and 2" of HMA Paving. The typical sections on sheet C407 shows 3" of Aggregate Base Course and 4" of HMA Surface Course. Please confirm that the typical sections shown on sheet C407 will be the required sections for construction or provide a typical section for the 7" of Aggregate Base and 2" of HMA.

Question: Sheet C404 states that "Phase 2 construction is not to occur until USACE individual permit is issued." Is the construction of phase two part of this contract? If so, will the owner issue erosion control plans that show BMPs for this area.

Question: Section 5.2 in the instructions to bidder portion of the schedule of prices states "The contract will be lump-sum. The quantities indicated in the Schedule of Estimated Construction Quantities are provided for information only and for establishing unit prices in the event of an owner directed change-order. Bidders are responsible for estimating construction quantities and providing a total lump-sum bid." 1. Is the schedule of estimated bid quantities to be completed as part of the bid submission package? 2. If so, how is the contractor to address discrepancies with the quantities provided vs. our perceived quantities ? (Assuming the sum of the totals listed on the schedule of values must match the total lump sum bid submitted)

Response: 1. Is the schedule of estimated bid quantities to be completed as part of the bid submission package? YES 2. If so, how is the contractor to address discrepancies with the quantities provided vs. our perceived quantities ? (Assuming the sum of the totals listed on the schedule of values must match the total lump sum bid submitted). As noted in the question, the project is lump sum and the quantities are provided for informational purposes only. The submission of unit prices are required to establish rates in the event a change order is needed for a change of scope of work only. They would not be used to pay a change order for a change of quantities within the original scope of work. For example, if the excavation of the pond was estimated at 100,000 CY and the actual quantity was 120,000 CY, the lump sum price would cover the additional 20,000 CY Without additional compensation. However, if a change in scope was required, such as digging a second pond somewhere on the site, and that quantity of excavation was 20,000 CY, then a change order to pay the 20,000 CY would be written based on the unit prices submitted with the bid. Also if the bidder wants to strike through our estimated quantities and list their estimated quantities, that is acceptable.
