Description: SCOPE OF WORK
The Board of County Commissioners of Okaloosa County, Florida, is seeking bids from qualified individuals and firms to perform the tasks identified in the scope of services, below. To be qualified, an individual or firm must possess a residential contractor’s, building contractor’s, or general contractor’s license. The proposed project shall elevate a flood-prone residential structure at least 2 feet above the Base Flood Elevation (BFE + 2’). The structure is located in a Coastal AE flood zone with Base Flood Elevation (BFE) 11 feet NAVD88 and currently has a Lowest Floor Elevation (LFE) of 4.87 feet NAVD88, according to the Elevation Certificate. The structure has suffered repeated damage from floods resulting in National Flood Insurance Program (NFIP) claims. The scope of work shall include building and site preparations, along with the disconnection and reconnection of utilities. The structure shall be elevated on stem walls with continuous footers and individual piers. Construction of appropriate means of ingress and egress shall be provided. All utilities and equipment shall also be elevated to the required height. At a minimum, the Lowest Floor Elevation (LFE) of the elevated structure shall be at 13 feet NAVD88. The proposed project shall ensure that the residence(s) are retrofitted by elevating the structures three feet above the Base Flood Elevation or highest known flood level, whichever is higher, and shall comply with any freeboard requirements to mitigate flooding and losses as experienced during past storm events. The habitable living areas of the original structures shall be elevated and the non-habitable areas (if any) shall be converted to storage or parking. The project shall be designed and constructed in compliance with the Florida Building Code, ASCE 24-14 or latest edition, NFIP standards in 44 CFR, Part 60 and/or local floodplain ordinances or any other applicable local regulations. The project shall provide protection against a 100-year storm event. Activities shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations.

(CST). While the meeting is non-mandatory, attendance is highly encouraged. Attendees shall meet at the front door of the residence for the pre-bid meeting. Okaloosa County will transmit to all plan holders of record an Addenda in response to written questions received no later than seven (7) days prior to Bid Opening date.
