NOTICE IS HEREBY GIVEN that the TORRANCE UNIFIED SCHOOL DISTRICT, acting by and through its Board of Education, hereinafter "the District" will receive up to, but not later than the above-stated date and time, sealed proposals for a contract for the work of the project generally described as RFP #04-12.14.23 Wide Area Network (WAN) Upgrades.

Mandatory Bidders Conference. The District will conduct a ONE-TIME ONLY MANDATORY ZOOM LIVE STREAMING CONFERENCE to be held on the date and time stated above. Failure to attend and sign-in to the meeting could render such Proposal to be non-responsive. Any respondent/contractor submitting a proposal for the project who fails to attend the entire mandatory conference could also be deemed non-responsive and will have their proposal returned unopened.

Submittal of Proposals. All proposals shall be submitted on forms furnished by the District. Proposals must conform with, and be responsive to all proposal and contract documents, copies of which may be obtained from the District as set forth above. Only proposals submitted to the District prior to the date and time set forth above shall be considered.

No Withdrawal of Proposals. The District’s Board reserves the right to reject any and all proposals and/or waive any irregularity in any proposal received. Proposals shall not be withdrawn by any respondent/contractor for a period of ninety (90) calendar days after the opening of proposals. During this time, all respondents shall guarantee prices quoted in their respective proposals.

Award of a Contract. The contract for the requested work/services, if awarded, will be by action of the District’s Board of Education to the respondent that successfully meets the qualifications and matrix established by the RFP documents.

E-rate Requirements. The project is contingent upon the approval of funding from the USAC’s Schools and Libraries E-Rate Program. The District may or may not proceed with the project, in whole, or in part, even in the event E-rate funding is approved. Execution of the project, in part, or in whole, is solely at the discretion of the District. Respondents wishing to submit a proposal may do so solely at their own risk. The District is not liable or responsible for any costs, loss, fees, or expenses, of any kind, associated with a submitted proposal and/or a decision not to proceed with the project, even after award of the contracts. By submitting a proposal, each respondent agrees to bear all of its own costs, fees, expenses, and losses, of any and all kind, should the District cancel the project.

Inquiries and Clarifications. This document is for informational purposes and shall not relieve the respondent of the requirements to fully become familiarized with all the factors affecting their proposal. The respondent is advised that all inquiries and clarifications about the RFP documents, specifications, etc., shall be submitted to the District in writing no later than November 2, 2023, by 4:00 PM (PDT). The District will respond at its earliest possible opportunity. Verbal communication by either party with regard to this matter is invalid.
