Description: Hampton County is soliciting bids from licensed inspectors (provide copy of license with bid) to perform comprehensive asbestos inspections prior to the demolition of approximately 16 privately owned vacant, dilapidated structures in Early Branch and Varnville area of Hampton County, South Carolina. The structures are of moderate size, averaging less than 1,200 square feet, and are located in a concentrated target areas in the county. We intend to have all the units inspected at one time in an effort to minimize travel expenses.  This work is part of a grant project (CDBG #4-CE-18-011) funded by SC Department of Commerce. The bidder must geographically be reasonably proximate to the sites. The firm must hold all applicable state and federal licenses to perform the testing as well as any necessary monitoring during the removal of asbestos. The firm must be or become registered in the System for Award Management (www.sam.gov) to be eligible to undertake this project. The inspections and report preparation must be performed in accordance with SC-DHEC Regulations and should include an abatement specification based on the findings of the testing as well as:
• Total cost per house for detailed inspection report, labor and all associated travel expenses and costs
• Total cost for PLM sample analysis per house (for 40 layers analyzed)
• Cost per sample for PLM analysis exceeding 40.
• Total cost for TEM analysis per house (for 10 layers analyzed)
• Cost per sample for TEM analysis exceeding 10.
• Daily rate for air monitoring (including all travel expenses)
• Duration of time needed for the site visit(s) and testing, and issuing of the report
• Availability date to perform actual testing and submission of report
