Description: NOTICE TO CONTRACTORS OF STATE HIGHWAY CONSTRUCTION BIDS TO BE RECEIVED, WEDNESDAY, NOVEMBER 30, 2016 Sealed Bids will be received by the City of Winchester, at City Hall located at 7 South High Street, Winchester, Tennessee, 37398, until 2:00 P.M., Wednesday, November 30, 2016 and opened publicly at Winchester City Hall at that hour. The reading of the bids will begin at 2:00 P.M. No proposals will be accepted after said date and time. The project is described as follows: Clark Memorial Elementary School Safe Routes to School Project TDOT PIN #118973.00 The Safe Route to School (SRTS) Project consists of constructing handicap ramps (on N. High Street), new striping for a crosswalk (on N. High Street), and replacing existing signage (on N. High Street and N. Jefferson Street). In addition, erosion control, traffic control, and all associated appurtenances will be included. With the bid, each Bidder must deposit security in the amount of five percent (5%) of the amount of the bid, subject to the conditions stated in the Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount will be required for the successful Bidder. PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR OPENING BIDS A Prime Contractor must prequalify with the Department of Transportation in accordance with Section 54-5-117 of the “Tennessee Code Annotated” and Tennessee Department of Transportation Rule 1680-5-3 prequalification of contractors before biddable proposals will be furnished. The City of Winchester hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and will not be discriminated against on the grounds of age, race, color, religion, national origin, sex or disability in consideration for an award.
