Description: 1. Okaloosa County will require that tires be picked up from the following locations, unless
otherwise directed by the County:
South Okaloosa County – Transfer Station, Martin Luther King Jr. Blvd., Fort
Walton Beach, FL.
North Okaloosa County – Baker Landfill, Charlie Day Rd., Baker, FL (remove as
needed).
2. Annual tonnage is estimated at 119 tons with the following breakdown:
a. Passenger Car/Light Truck tires without rims 8,000
b. Passenger Car/Light Truck tires with rims 2,000
c. Off Road/Heavy Truck tires (20’’ without rims) 200
d. Off Road/Heavy Truck tires (20’ with rims) 100
e. Off Road/Heavy Equipment & Tractor tires 50


This is a price-based award only. The details requested below will be utilized by the County to
determine technical acceptability for methods used by awardee to weigh tire waste.

3. The contractor shall provide enough containers/trailers for the collection and
transportation of scrap tires (at least a minimum of two).
4. Indicate upon the quote sheet how your company will measure the weight for the disposal
of scrap tires. (This is for informational purposes only and not utilized to evaluate the
quote for award.)
5. The contractor will be required to verify counts/manifest/records with a designated
County employee at each site. Failure to do so will result in delay in payment or
cancellation of the contract.
6. Compensation – the contractor will be required to bill/invoice the County as per the unit
price schedule, for each load of tires.
7. Hauling– The contractor will be responsible for all hauling activities.
8. Ownership – Title to the product shall pass to contractor upon the removal of the tires
from the County collection sites.
9. The County will not accept quote prices, which are based upon an hourly price (or
time-based costs) for pick up and disposal times. All prices on the quote sheet shall
be quoted at a flat rate.
10. During the period of performance of the contract, due to the volatility of the oil
industry, a fuel surcharge totaling 4% of the Contractor’s monthly invoice amount may
be added for each fifty-cent ($0.50) increment that gasoline fuel rises above fuel prices
posted on the day the solicitation is due (designated as the Base Rate). The index used for
the contract will be obtained from AAA’s Fuel Gauge Report and based on the monthly
Florida Regular Unleaded Current Average(http://www.fuelgaugereport.com/FLavg.asp).
For the Crestview-Fort Walton Beach area obtain rates at www.gasprices.aaa.com.
It shall be the Contractor’s responsibility to add the surcharge. The County shall verify
the surcharge amount upon receipt of invoice and any error found in the calculations shall
be adjusted on the spot. Fuel surcharges must be indicated as a separate line item on
the invoice.
