The Lee College District (“Lee College” or the “College”) is requesting Competitive Sealed Proposals for the McNair Vocational Remodel. The Proposer shall furnish all labor, materials, and equipment when performing all work.
All proposals must be uploaded to Vendor Registry by Thursday, April 7, 2022, 2:00 PM. An optional pre-proposal meeting will be held at 2:00 PM on Tuesday, March 15, 2022 at 3411 I-10 W Frontage Rd., Baytown Texas, 77521. The deadline for questions is Thursday, March 24, 2022 at 12:00 PM. Questions regarding this solicitation must be submitted via Vendor Registry

The project consists of remodeling the Lee College's McNair Vocational location. In addition, the remodel includes working with, but not limited to; demolition, hazardous material abatement, concrete, masonry, metals electrical, communications / information technology, roofing, fire protection, carpentry, mechanical, plumbing, thermal and moisture protections. This project also includes all incidentals required for the completion of the project.

Upon recommendation of the proposal(s), the College Board of Regents plans to award a Contract; however, the College reserves the right to reject any and all proposals, to waive any and all irregularities and technicalities, and to accept any proposal(s) which it deems beneficial to it. Each proposer agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in connection, with the administration, evaluation, or recommendation of any bid.

Question: At the pre bid yesterday there was a discussion about the Owners Contingency allowance. I was shown the spec book that showed this allowance as $100,000. The specifications I downloaded show this allowance to be $200,000. I'm not sure how this might have happened but you may want to clarify this in an addendum.

Response: Thank you for your inquiry. The allowance should be $100,000, as shown to you by the consultant on 3/15. Thank you for bringing this error to our attention. The correct information will be provided in the next addendum for all.

Response: The existing campus used the same metal panels for siding and the soffit. This will be repeated in the renovation. Refer to Section 07 42 13 Metal Wall Panels.

Question: The wall supporting the new mezzanine are shown to be drywall type 810 and 811. These studs are 3 5/8" standard weight. It appears to us that usual construction would use concrete masonry units for this wall construction to support the mezzanine weight with drywall Construction to the deck above. Please investigate and revise if necessary. Should these load bearing studs be a heavier gauge if they are to remain?

Response: The stud framing supporting the mezzanine is to be structural metal stud framing with a thicker gauge versus what is called out in Section 09 21 16 Gypsum Board Assemblies. Refer to Section 05 41 00 Structural Metal Stud Framing and the structural drawings.

Response: This is correct.

Question: Structural Plan S1.01 details that we are to verify that the soil under the demolished concrete for the existing patio is select fill that is five feet deep. Then if not, we are to remove the existing soil and replace with new select fill. If this is done, we are very concerned that the existing grade beams on the long sides of this excavation may damage as their supporting soil may fall into the open pit. Are we supposed to add cost to shore the existing edges of this new pit and remove as the new select fill is installed? We have another idea. Perhaps we could remove the top two feet of the existing dirt and then lime stabilize the top eight inches to provide approximately three feet of soiled select fill. This would ensure that the existing concrete beams would not be compromised. Lime injection of the existing area may also be a better solution. Are we to list this item on the schedule of values so that if the existing dirt is sufficient, the credit would be easy to take if that is the case?

Response: Provide $20,000 allowance for removal of existing material as required to provide 8” of Lime Stabilized subgrade and two feet of select fill for slab fill preparation under the proposed new slab on grade. Allowance will include two soil borings with hand held equipment to six foot depth under the existing slab after slab removal to determine the actual depth of existing select fill material in order to determine if the full allowance will be required.”

As an alternative to this detail the contractor can tap the all-thread rods/pipe hangers directly into the z purlins, thus providing cost savings to the project.

Response: a. Refer to the mechanical and plumbing drawings for where new piping will be required to determine the extent. b. If patching is required, then it is acceptable. Refer to Section 01 36 13. c. This will be provided in a future addendum. d. Proceed with the detail provided.

Response: a. No, do not paint the existing metal building and its galvanized steel structure. b. Any proposed or existing conduits or cables will not be painted. This reflects what is currently at the site. c. No they will not receive paint. d. No devices or ducts are to be painted in areas where we have exposed ceilings.

Question: At the pre bid yesterday there was a discussion about the Owners Contingency allowance. I was shown the spec book that showed this allowance as $100,000. The specifications I downloaded show this allowance to be $200,000. I'm not sure how this might have happened but you may want to clarify this in an addendum.

Question: There are new metal soffits for the two entries shown with sections 1A2.04 and 2A2.04. There is no specification for the metal soffit materials. Please provide a specification.

Response: The existing campus used the same metal panels for siding and the soffit. This will be repeated in the renovation. Refer to Section 07 42 13 Metal Wall Panels.

Question: The wall supporting the new mezzanine are shown to be drywall type 810 and 811. These studs are 3 5/8" standard weight. It appears to us that usual construction would use concrete masonry units for this wall construction to support the mezzanine weight with drywall Construction to the deck above. Please investigate and revise if necessary. Should these load bearing studs be a heavier gauge if they are to remain?

Response: The stud framing supporting the mezzanine is to be structural metal stud framing with a thicker gauge versus what is called out in Section 09 21 16 Gypsum Board Assemblies. Refer to Section 05 41 00 Structural Metal Stud Framing and the structural drawings.

Question: Structural Plan S1.01 details that we are to verify that the soil under the demolished concrete for the existing patio is select fill that is five feet deep. Then if not, we are to remove the existing soil and replace with new select fill. If this is done, we are very concerned that the existing grade beams on the long sides of this excavation may damage as their supporting soil may fall into the open pit. Are we supposed to add cost to shore the existing edges of this new pit and remove as the new select fill is installed? We have another idea. Perhaps we could remove the top two feet of the existing dirt and then lime stabilize the top eight inches to provide approximately three feet of soiled select fill. This would ensure that the existing concrete beams would not be compromised. Lime injection of the existing area may also be a better solution. Are we to list this item on the schedule of values so that if the existing dirt is sufficient, the credit would be easy to take if that is the case?

Response: Provide $20,000 allowance for removal of existing material as required to provide 8” of Lime Stabilized subgrade and two feet of select fill for slab fill preparation under the proposed new slab on grade. Allowance will include two soil borings with hand held equipment to six foot depth under the existing slab after slab removal to determine the actual depth of existing select fill material in order to determine if the full allowance will be required.”
