Question: Page 2 of the RFQ states, "This is a qualifications-based selection. The award will be given to various responsible, responsive, and highly qualified firms ranked by the selection committee. Procedures for this procurement are identified INSTRUCTIONS FOR OFFERORS. Cost is NOT a factor in the ranking of Firms to provide services herein. Therefore, do not reference the Firm’s cost in the RFQ response. Any RFQ response with any discussion of the cost will be disqualified. Firms are advised that this evaluation and selection process is a competition, not a prequalification.", yet on page 5 of the RFQ, this is listed as required: "? Fee Statement of qualifications: Proposers must submit a fixed-cost statement of qualifications. The proposed fee shall include all costs and expenses for providing the services as described in this statement of qualifications. The fee statement of qualifications must expressly state that the proposed fees are guaranteed for the term of any resulting contract. Responders may either include all expected travel costs as part of their overall “not to exceed” cost for the work to be performed under this RFP or they must provide their best estimate for all travel expenses they expect to incur in performing the services required by this RFP." Please clarify if this should be addressed in the response.

Response: On page 5 of the RFQ under "STATEMENT OF QUALIFICATIONS CONTENT REQUIREMENTS", please delete the following statement: • Fee Statement of qualifications: Proposers must submit a fixed-cost statement of qualifications. The proposed fee shall include all costs and expenses for providing the services as described in this statement of qualifications. The fee statement of qualifications must expressly state that the proposed fees are guaranteed for the term of any resulting contract. Responders may either include all expected travel costs as part of their overall “not to exceed” cost for the work to be performed under this RFP or they must provide their best estimate for all travel expenses they expect to incur in performing the services required by this RFP. This is not a fee based RFQ and fees are not required.

Question: Can you please clarify this item: "Recruitment Methodology: The submission should set forth a work plan, including an explanation of the methodology to be followed for rendering recruitment services."? We can submit a work plan, but we are not clear on the rendering recruitment services as we will be selecting staff and consulting firms that we see most fit to provide the services required.

Response: In addition to your work plan, the County wants to know how you are or will recruit your personnel. Examples of this is: *Employee Referrals. *Job Boards/Job Postings. *Online Advertising. *Social Media. *Recruitment Agencies. *Recruitment Events. *Passive Candidates. *Professional Networks. Please indicate your company's method.

Response: The instruction portion of the SF 330 does not count toward the 30 page limit. The portion to be filled out (starting on page 9) does count toward the limit.

Question: On page 5 of the RFQ, it states, "Questions and answers will not be counted toward the RFQ 30-page limit. Limit answers to five (4) lines or less." Should answers be five lines or four lines or less?

Question: The first bullet item under “Statement of Qualifications Content Requirements” says the last page of the RFQ, which is the “Statement of Qualifications Cover Sheet”, is to be considered the “Cover Letter.” That paragraph goes on to say that the cover letter will be in the form of a standard business letter. Does Florence County want a separate cover letter as well?

Response: The cover letter will serve as the business information letter. No formal standard business letter will be needed.

Question: The Florence Co IDC Architectural Design Services online RFP does not show the "Respond Online" designation, and emails to the 'buyers@vendorregistry.com' have not received responses as of yet. We see previous Florence Co RFPs do have the 'Submit Bid' buttons within the posting and 'Respond Online' labels next to their titles. Would it be possible to check the online documents for that option activation?

Response: This problem has been corrected. You should be able to submit on-line.
