Description:

The intent of this solicitation is to prequalify a Design Builder (DB) who will then be eligible to submit proposals to provide superstructure replacement and substructure repair on West Glebe Road bridge over Four Mile Run and to construct approach roadways and sidewalks transitioning to the new structure. The bridge connects Arlington County on the north side of the bridge to the City of Alexandria on the south side of the bridge.  

The DB shall replace the superstructure on West Glebe Road bridge (NBI Structure # 5901) in a manner that improves safety and eliminates the structural deficient condition.  The Project will include removing the existing prestressed concrete superstructure and constructing a new superstructure with steel girders and a concrete deck. The Project will also include new sidewalks to tie into the new superstructure and modifications to the intersection with South Glebe Road.  The Design-Builder will work closely with Arlington County and City of Alexandria to design and furnish architectural features and enhanced lighting.

Question: Regarding Demonstrated Project Experience of the Lead Contractor, the requirement is that the submitted projects be from "distinct and separate clients". This requirement is somewhat limiting since a large majority of bridge projects are administered by the Virginia Department of Transportation (VDOT). Would Arlington County consider allowing the Offeror to submit additional projects from the same client for projects above the minimum of 3 required? Projects 1, 2 & 3 would be for separate and distinct clients while any additional submitted projects could be from the same owner/client.
