Description: BACKGROUND:
Healing Hoof Steps is a 501(c)3 organization that provides Equine Assisted Mental Health Counseling and Therapeutic
Riding in a farm setting to improve the mental, physical and emotional well-being of individuals along the Emerald Coast.
Due to the outdoor nature of the program, inclement weather and extreme heat impacts the consistence of care for clients.
Healing Hoof Steps is seeking to construct a covered arena, over a 75’ wide by 160’ long uncovered arena.
The structure will provide protection from extreme heat and inclement weather for clients, horses, volunteers, and staff
working in a therapeutic horseback riding arena at Healing Hoof Steps, located at 3942 Jace Drive in Crestview, Florida.
The structure will help to remove current barriers to care and the cancellation of therapeutic riding services caused by rain
and/or extreme heat; especially during summer months. The structure will allow for Healing Hoof Steps therapeutic riding
program to safely operate year-round, minimizing weather cancellations throughout the year.
There is a budget of $205,125 for this project, which consists of two grant sources. There are no Davis Bacon Prevailing
wage labor requirements for this project. Okaloosa County Board of County Commissioners, one of two grantors, is seeking
bids for the covered arena on behalf of Healing Hoof Steps. To be considered a responsive and responsible bid, bidders
must complete all required bid documents and forms, and provide bids for the base bid and one alternative. The selected
bidder will enter into a contract directly with Healing Hoof Steps. Healing Hoof Steps will then issue a Notice to Proceed.

Question: Bids are for dimensions of 85’ Wide x 160’ Long and 85’ Wide x 140’ Long. Could you please confirm this? 75' was listed once in the background paragraph. Are there any requirements on the dimensions of the buildings such as beam style, bay spacing, entry doors, or endwalls? What are the required guages of steel beams, rafters, braces, trusses, truss depths/type? Are we providing the engineered plans and if so are there any specific requirements other than what is listed in the specs? The uncovered dirt area is 85'x160' and the covered arena will be constructed within the same dimensions, Is there sufficient room on the property for expansion without interfering with legal easements? What is the roof pitch? Is the constructed roof a Single slope, lean to, or is this a dome shape with the WHITE industrial stretched fabric over top? (ARCH OR GABLE) Openings and finishing – will the membrane terminate at the eve, or will the building have open end-walls? Choice of membrane – HDPE or PVC, fire rated or non-fire ratedAre there any wall panels /coverings? is this an open arena with only the WHITE industrial stretched fabric top or is this stretched over to the ground? Is insulation, or poly required? Are there any door frames or other openings required? Are there any drainage systems needed? Are there any foundation requirements (Other than the anchoring)?
