Description: ranklin County is seeking to purchase one (1) installed 400’ self-supporting or guyedsupported tower with FAA approved LED strobed lighting system and with specified antennas,
feed lines, ice bridge, waveguide ladder, climbing ladder with safety climb system and other related items in accordance with the TIA-222-G and other specifications as detailed below. In addition, the Commission requires replacement of the fencing and all site grounding including the integration / verification of the building ground ring located at this tower site. This tower
will replace an existing tower. The exact location of the existing tower is 38° 6' 13.61'' N, 91° 2' 29.05'' W in Washington County, MO.

Question: Will the county provide a geotechnical study for foundation design before the RFP closes? If not, does the county want the bid pricing to be "normal soil"?

Response: A - The geotechnical study for foundation design will be available after the RFP closes.  The bid pricing should be based on “normal soil”.

Question: Regarding PE Stamped drawings. In order to provide these, the standard requires a geotechnical study to be done first and the foundation design to be based on said study. If the study will not be completed before bid close, then the PE stamped drawings should be "due prior to notice to proceed" as a post bid deliverable. Is that ok with the county?

Response: A - County concurs with the order based on geotechnical study not being available prior to the bid closing.

Question: If equipment on the existing tower is deemed unusable by the county, will the county provide new replacement equipment or will that be part of the bid?

Response: A - The equipment is currently in use now and is in working order.  The bidder is responsible for replacement equipment should they determine it is more feasible to provide new equipment rather than remove the old and reuse it.

Question: Can the existing tower dropped? If it is dropped it will damage existing trees is there any restriction for this?

Response: A – The tower is assumed to be dropped. There is no known restrictions for tree damage due to the tower dropping. It is understood that a portion of the areas with trees may be removed prior to the tower being dropped. Clearing should be proposed and coordinated with the County, and should be within the scope of the project.
