Time and place of opening bids: Sealed proposals for City Hall & Annex Roof Repairs in Quincy, Adams County, Illinois, described herein will be received at the office of the City Clerk, City Hall, 730 Maine Street, Quincy, Illinois 62301 until 11:00 AM on Wednesday, October 30, 2019 and at that time publicly opened and read in the City Council Chambers.

Description of work: City Hall (730 Maine) Roof Base Bid work shall include coating of all BUR flashings, re- flashing noted plumbing vents and roof drain sumps, re-sealing ridges in existing coal tar roofing as noted on plans, installing new galvanized metal rain hood at existing elevator penthouse wall louver and removal and re- sealing on one coping stone joint at southwest corner of roof. City Hall Annex (706 Maine) Roof work shall include noted existing EPDM membrane repairs and brick chimney installation of new metal enclosure.

Alternate Bid #1 work shall include City Hall (730 Maine) replacement of roof access stair penthouse hollow metal door including new hardware, and painting of new door, existing hollow metal frame and painting of existing elevator penthouse louvered metal door and metal frame.

All proposals shall be accompanied by either a bid bond on the "Proposal Bid Bond" form contained in the proposal, executed by a corporate surety company satisfactory to the City of Quincy, or a bank cashier's check, an irrevocable letter of credit or a properly certified check payable to the City Treasurer of Quincy, Illinois, for not less than 5 percent (5%) of the amount bid, or for the amount listed in the specifications.

The City Council of Quincy reserves the right to reject any or all proposals and to waive technicalities, and reserves the right to determine the qualifications of any and all contractors to perform the work required under this contract.

No bid may be withdrawn after the time for opening of the bids is past.

Bidders are notified that not less than the prevailing wage rate as determined by the Illinois Department of Labor shall be paid to all workmen performing work under this contract.

This project contains the requirement that at least 50 percent of all workers performing work under this contract must be residents of Adams County, Illinois
