Description: SCOPE OF SERVICES:
The Russell Stephenson WRF is a 1.0 million gallon per day (MGD) domestic wastewater treatment facility consisting of pretreatment (headworks), biological treatment, disinfection, and disposal. The headworks of the facility consist of screening and grit removal. Screening is necessary due to the amount of trash and inorganic material of incoming raw wastewater. This material must be removed prior to the biological process. This is accomplished by a mechanical bar-screen. The existing bar-screen is 20+ years in operation, worn out, and in need of replacement. Vendor shall provide an applicable replacement based on specifications below.
SPECIFICATIONS (required):
Provide one (1) mechanical driven bar-screen using the following design data:
Channel width: 18”
Channel depth: 57”
Max flow: Shall be rated to handle a peak flow of 2.5 MGD.
Bar-screen must be constructed (all components) of 316 stainless steel.
Screen angle: 60° - 80°
¼ inch (6mm) bar spacing
Ability to discharge 57” above top of channel to owner-provided receiving bin
Control panels NEMA 4X, stainless steel
All components (timers, float switches, HOA switch) necessary for manual/automatic operation
Factory start-up and training services consisting of one (1) trip totaling two (2) days onsite.
Spare parts as necessary
Full 1-year warranty (minimum) from date of operational start-up.

Question: Vulcan has a few questions, both commercial about the bid package, as well as technical regarding the screen installation. While Vulcan previously provided a budget proposal for the screen on this project, now there are few more details to be determined since this is a formal proposal. 1. How is this project being funded? There is a Response Document #15-Buy America Certificates that needs to be completed, but it doesn’t appear applicable to this project. The Code that is referenced seems to be part of the National Capital Transportation Act of 1969. Is Vulcan required to complete the certificate? 2. Is it required or preferred for the new screen to pivot out of the channel? The 1987 drawings show the screen pivoting, but there is no verbiage in the bid documents to that effect that can be found. 3. Please let us know where they intend to mount the control panel? It calls for it to be NEMA 4X which is standard, but according to NFPA 820 (copy attached), Table 5.2.2, Row 2, Line c, it will need to be mounted at least 10’ away from the open channel and screening equipment for this to be acceptable. Can it be mounted that far away? If it is mounted closer, it needs to meet Class 1, Division 2 hazardous location requirements for electrical panels, which are more expensive than NEMA 4X and require bolts to lock closed. That wasn’t applicable back in 1987 but it is today. Vulcan is making sure that the County is are aware of this requirement and has a location selected for the panel location so it can be of the proper design to meet the Fire Code if necessary. Response: 1. The project is funded from the FY2024 Okaloosa County Water & Sewer BCC approved budget. Response Document #15-Buy America Certificates is not applicable/needed. 2. It is required that the screen pivot for maintenance and bypass purposes. 3. There is sufficient room to mount the control panel in a location that meets codes. It is recommended that vender itemize quote to show pricing for both electrical panels.
