Project Description: The City of Kingman (“City”) is soliciting proposals from qualified firms to identify the needs, diverse uses and general layout of trails and paths to enhance quality of life, economic development efforts, generate additional overnight visitors, and serve the citizens of Kingman and visitors to our city.

Kingman is ideally located along Historic Route 66 between Las Vegas, Los Angeles, Phoenix, and Flagstaff among other nearby destinations. The City's goal is to expand hiking, biking, ATV activities and events by capitalizing on its many locational advantages, including access to a population of nearly 200,000 within an hour's drive. Kingman's immediate reach not only includes areas within Mohave County but also San Bernardino County, directly across the California-Arizona state line.

The study will define integration strategies for improved operations and efficiencies and identify strategies to share data and information with stakeholders. The Trails Master Plan will greatly expand outdoor recreation opportunities, improve the quality of life, enhance resident health and well-being. The comprehensive blueprint for trail networks will set the stage for future funding opportunities as well as guide trail connectivity, amenities, natural resource management, and maintenance. Anticipating that multiple hiking and biking, events will be cited as potential opportunities, insight regarding efficient use of all areas and resources is also welcomed.

To be considered, all interested firms must follow the submission requirements set forth in this Request for Proposal (RFP) to include the requirement that five (5) printed copies be received by the City of Kingman, City Clerk, 310 North Fourth Street, Kingman, Arizona 86401, until 3:00 P.M. (Arizona time) on December 30, 2024. Please note that the delivery hours for the City of Kingman Clerk’s office are Monday-Thursday from 7:00 a.m. to 6:00 p.m. Any proposal received after 3:00 P.M. on the above stated date will be returned unopened. The outside of the proposal envelope shall indicate the name and address of the proposer, shall be addressed to City Clerk, City of Kingman, at the above address and shall be marked: “PRAGT24-001 – TRAILS MASTER PLAN STUDY”.

Delays due to mail and/or delivery services will not be considered excusable to the time requirements contained within this RFP.

During the evaluation process, the City of Kingman reserves the right, where it may serve in the City’s best interest, to request additional information or clarification from proposers. At the discretion of the City of Kingman, suppliers submitting proposals will be requested to participate in interviews and conduct visual product demonstrations as part of the evaluation process.

There is not an expressed or implied obligation for the City of Kingman to reimburse responding proposers for any expenses incurred in preparing proposals in response to this request.

The City of Kingman reserves the right to retain all proposals submitted and to use any ideas in a
proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the supplier of the conditions contained in this request for proposal, unless clearly and specifically noted in the proposal submitted, and confirmed in the contract between the City of Kingman and the supplier selected.

The City reserves the right to reject any and all bids.
