Type of Addition: ADDENDUM 1: QUESTIONS & ANSWERS
Overview: This Addendum No. 1 to RFP 2025-118 is issued by the City of Beaufort Finance Department. Except as modified by this addendum, all areas of the RFP not specifically mentioned in or affected by this addendum, shall remain unchanged.
1. Please provide a site map for Sea Island Parkway coverage area, attachment G. See attached exhibit 1.a.
2. Please confirm the name of the current garbage collection company to coordinate the sweeping schedule. Capital Waste Services.
3. Is there laydown space available for a waste container? There is space available at the Public Work Facility for up to a 20-yard roll-off container.
4. What are the work limitations? To conform to the City ordinance Sec. 9-1008. - Loud and unseemly noise. Work hours are between the hours of 10:00 a.m. and 6:00 p.m., Monday through Saturday, and between the hours of 12:00 noon and 6:00 p.m. on Sunday,
5. Will the city grant the contractor access to the city’s fire hydrants to get water for dust suppression at no charge? No, it is the contractor’s responsibility to obtain a water meter from BJWSA for fire hydrant access. Only during emergencies and special events does the city allow water to be used from their compound
6. Is there a list of the streets with curb and gutter, valley gutter, or roll-over curbs? Will this info need to be gathered by the bidder? No, a list of curb and gutter, valley gutter, or roll-over curb types is not provided. It is the responsibility of the bidder to verify existing roadway conditions prior to submitting a bid.
7. As far as debris caused by up-to-a category 3 hurricane, will this include limbs, trees, siding/ roof debris from houses? What is the limit on this specification? Work requested by the city in advance of or during a Category 3 hurricane would be limited to situations in which the city activates contractors capable of assisting with debris cleanup. Previous contractors have demonstrated the capability to support both debris handling and removal operations. If a contractor does not possess the capacity to perform debris removal, responsibilities will default to the standards and requirements outlined in the City's contract for routine sweeping.
8. Will Pure Vac sweeper truck suffice for the bid? It is more than capable. Will demo if needed. Please provide the make/model and specifications of any truck requested to be used outside of the contract specifications. A demo may be requested before any award of contract.
9. Will water be provided by the city, or will we be in charge of water supply? See #5.
10. Since we will be providing a service, will a surety bond be necessary? A surety/performance & Payment bonds are not required.
11. Can the city provide a list of streets that need swept one time per month and which streets need swept two times per month? The maps do not show which streets are designated as curb and gutter, valley gutter, or roll-over curbs. With that said we cannot provide the best possible pricing without knowing which streets are swept twice per month versus one per month. See the sweeping schedule included is the Sample Weekly Report in attachment B on page 16 of the RFP and #6 above regarding which streets are designated as curb and gutter, valley gutter, or roll-over curbs.
All Bidders shall acknowledge receipt and acceptance of this addendum by signing in the space provided in the RFP Signature Page. Bids submitted without this Addendum may be considered non-responsive.
