Description: THE TOWN OF SUMMERVILLE, REQUEST FOR QUALIFICATIONS FOR THE DESIGN, PERMITTING, AND CONSULTATION FOR S. MAIN SREET (U.S. Hwy. 17A) STREETSCAPE IMPROVEMENTS FROM Luke Avenue TO 5th North St (U.S. Hwy. 78)

Sealed Qualifications will be received at 200 South Main Street, Summerville, SC 29483 until March 14, 2024 at 12:00 p.m. from qualified companies. Details of the award will be posted on www.summervillesc.gov
The Town of Summerville is searching for a firm to design, obtain all necessary permits, prepare all bidding documents, assist in the selection of the contractor, and advice as needed before and during construction improving the streetscape and landscaping of a portion of Main St. Storm water improvements and underground utility relocations are anticipated, it is the responsibility of the firm/contractor to assess and verify location/relocation requirements and any necessary permitting requirements with SCDOT. Projected Project Budget is $12,000,000.00
All questions regarding discrepancies, omissions or clarifications must be submitted in writing. Replies to such notices may be made in the form of Addenda to the Qualification documents, which will be issued simultaneously to all Proposers. Proposers must acknowledge receipt of all Addenda in their qualification submittal. All questions must be submitted by March 5, 2024 - fneal@summervillesc.gov

Infrastructure Consulting and Engineering is a full service civil engineering company with offices in the Charleston and Columbia that could serve this project very well. You may visit our website at www.ice-eng.com.

We would like to learn more about the project and have a few questions for clarification on this RFQ.

1. Is the primary objective of the project economic development/revitalization through streetscape beautification and improved pedestrian and vehicular traffic management, and what is the “resiliency” element of the project?
If resiliency is a major focus of the project, what are the threats (such as street flooding or downed power lines) the Town is seeking resilience against?
2. THE TOWN OF SUMMERVILLE, MAIN STREET RESILIENCY PROJECT ENGINEERING AND LANDSCAPE DESIGN SERVICES2
THE TOWN OF SUMMERVILLE, REQUEST FOR QUALIFICATIONS FOR THE DESIGN, PERMITTING, AND CONSULTATION FOR S. MAIN SREET (U.S. Hwy. 17A) STREETSCAPE IMPROVEMENTS FROM LUKE Avenue TO 5th North STREET (U.S. Hwy. 78). Resiliency of utilities from hurricanes, storms, flooding, and any other natural disaster. To include power, phone/internet, water, sewer, and stormwater.

3. Please confirm the project limits – S. MAIN SREET (U.S. Hwy. 17A) FROM LUKE Avenue TO 5th North STREET (U.S. Hwy. 78), which is 5 blocks, and approximately 2,600 LF.
There is a map at the end of the RFQ that shows a different segment of S. Main Street (from Jones Street to Knight Street).

4. The project scope of work states “Stormwater improvements and underground utility relocations are anticipated.”
Are there specific storm water or flooding issues to be addressed and can more information be provided on the nature of the storm water problems? Is there a “resiliency” element to design the storm water systems for greater hydraulic conveyance / flood protection than the current SCDOT and Town of Summerville mandate? Standard stormwater improvements at this time.

5. Design Parameters: “Complete a Traffic & Pedestrian Analysis” and “Bike and Pedestrian sidewalks” – The project corridor has offset sidewalks on both sides of the road. Is the Town seeking to convert these to wider, multi-use pathways or add on-street bike lanes? Is there a traffic congestion problem to be addressed or is the analysis to focus more on safety and user convenience and aesthetics? Yet to be determined, will be determined as part of the initial planning of the project.

6. Design Parameters: “Underground Utilities (Including Electrical Underground)” - Does the Town intend to have the consultant work with the power company (Dominion Energy) to bury all of the overhead powerlines along the project corridor and tie in underground power services to adjacent customers? Yes.

7. Is the railroad crossing between E. Luke and E. Doty, included in the project limits, and if so, are there any special treatments or considerations for the crossing? The project will terminate prior to crossing the railroad tracks at this time.

Q:Good morning! In regards to the Main Street Resiliency Project, we see pricing listed in the RFQ, though scope has not been clearly defined. Would you consider removing the pricing requirement due to the lack of specificity? For instance, on other streetscape projects, we are able to assign an engineering fee after the public involvement phase once the general parameters of the improvements have been set. Until we know that, it is hard to establish a fee.
