The City of Beaufort is seeking proposals from professional landscape architects and contractors for the re-design of the Henry C. Chambers Waterfront Park entrance at Scott Street Terminus. Services will include design and installation.
This project is being funded in whole or in part by the Land and Water Conservation Fund and South Carolina Parks, Recreation and Tourism. All applicable policies of the Land and Conservation Fund and South Carolina Parks, Recreation and Tourism as well as state and federal legal requirements shall apply.

1.         Q.        Is certification by a Landscape Architect required?

A.        Yes, depending upon the design. See question #7.

 

2.         Q.        What is the completion date?

A.        All work must be completed by September 1, 2020 due to the grant funding requirements.

 

3.         Q.        Is maintenance after installation included?

A.        No, the landscape contractor for the Waterfront Park will be responsible for maintenance.

 

4.         Q.        Is there a warranty required?

            A.        Yes, but not necessarily on the seasonal materials.

 

5.         Q.        Is the non-operable lighting required to be used in the new design?

            A.        No.

 

6.         Q.        Are the stone monuments moveable?

            A.        Yes. See question #8.

 

7.         Q.        What is the reason for the cost of a landscape architect requirement?

A.        The need for a Landscape Architect (LA) will depend upon the design. Extensive renovation of the hardscape, drainage changes or a significant modification to the original plans will require certification by a LA.

 

8.         Q.        Can the stone monuments be moved?                   

A.        Yes, but the chronological order of the monuments needs to be maintained.

            A.        No, as long as the noise ordinance is complied with.

 

10.       Q.        Are there staging areas available, 3-4 spaces for equipment?

            A.        Yes.

 

11.       Q.        Will there be overlapping dates with the new Playground installation?

A.        Hopefully not. There is not a definite date yet for the playground installation.

 

12.       Q.        Will the evaluation selection criteria only be on the lowest bid?

A.        No. As stated in the RFP document, in addition to cost, the criteria to determine the Lowest Responsible Bidder includes;

·                        Overall design

·                        Experience of Proposer and references

·                        Experience of company with goods/services and compliance

·                        Adherence to requirements listed in the “Scope of Work”

·                        Handicap accessibility

·                        Ability to complete the work by September 1, 2020

·                        Warranty of products
