Description:

Jasper County is seeking separate sealed bids for the labor, material, equipment, and supervision to construct a fire station as shown on construction documents.  This work is inclusive of permits.  Base bids shall be the 2 Bay Building with alternate bid for 3 Bay building.  Owner reserve the right to award project for 2 or 3 Bay building .  The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents are included in the bid documents.  This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG.)  All federal CDBG requirements will apply to the contract.

There is a sample AIA A105 contract in the package and a piece of an AIA A105 in the 00010 advertisement to bid. There is also a sample USDA block grant form of agreement. Which of the three types will the awarded contractor be executing?

Please explain how the alternates, allowances, or unit rates in section 01021 need to be presented on a bid form. Is "$_" a space for an allowance in the budget, an optional add alternate lump sum, or a unit rate? 2. The difference between keynotes "*" and "+" is not clear; installation vs. installation as required but broken out seem to mean the same thing. What is the difference. 3. The drawings have Sectional Overhead Doors Drawn and the specifications call for Overhead Coiling Steel Doors, can we get a clarification on which type of door is to be quoted?

Question: Pre-Engineered metal building alternative brands: 1. What is the basis of design. The plans notes say vaco [sic] prudcen and the specs say star. 2. Can the specified alternate brands be opened opened up to also allow Varco-Pruden (per plans), Butler, and the rest of the Blue Scope Family; Nucor Buildings Group including American Buildings Company, CBC Steel Buildings, Kirby Building Systems and Nucor Building Systems; Chief, Oakland; and more per CSI substitution request? The Pre-engineered metal building specification appears to be written from an NCI building systems proprietary template. Star is the basis of design and acceptable alternate brands 1 through 8 are all clearly marked as "an NCI building system subsidiary.

Please confirm that the metal buildings and other aspects are to be design to 2015, per A001/S100 pages, and not the current code of IBC 2018. Further, if the permit process has started under the IBC 2015 code, would that apply to both the 2-bay and 3-bay alternates, which have different drawing dates.
