Question: City of Avondale Public Works RFQ PW20-051 for Wastewater System Professional Engineering Services Section C – Past Performance Verification Form (PPVF) Page 40 – 1st Paragraph (Directions) The directions for completing the PPVF state, “Request Public/Private Agencies, for which you have substantially completed (Professional Services, CM@R or Design-Build projects) similar work…” Can you please confirm that “substantially completed” is not in reference to the entire project (design & construction) but rather completion of the design or engineering phase of the services?
