Description: Provide personnel to prepare and conduct feeding of emergency response personnel working in the disaster area at 90 College Blvd. East, Niceville, FL 32578 and/or the alternate Emergency Operations Center for at least 200 emergency response personnel. Provide meals to citizens that utilize the Raider Arena Shelter. (number may increase or decrease depending on storm event) In the event a decision is made to vacate the primary EOC at 90 College Blvd. due to damage or other emergency, contractor will need to provide evidence of an off-site location capable of preparing meals meeting the needs of the contract.
• Must be capable of conducting feeding operations within 24 hours of contract activation.
• Breakfast and dinner must be a hot meal; lunch may be a cold meal.
• Provide at a minimum; Breakfast (6am), Lunch (11am), and Dinner meal (5pm).
*Must include gluten free and vegetarian selections*
• Provide a snack for overnight shift at midnight comprised of fresh fruit, fruit juice, water, and coffee; packages of snack foods such as granola bars, cereal bars, dried fruit, or nuts.
• Vendor may be required to provide a refrigerated trailer/truck for food storage. (Contractor is required to make sure the connections at EOC will work with connections on trailer /truck.)
FIELD FEEDING REQUIREMENTS
• Provide personnel to prepare and conduct feeding of emergency response personnel working in the disaster area which consist of three (3) boxed meals a day. Delivery to field locations will not be required of the vendor.
• Provide personnel to prepare and conduct feeding for the Northwest Florida State College Arena Shelter consisting of (3) boxed meals a day. Delivery to the shelter will not be required of the vendor. Vendor shall notify Emergency Management Staff when the meals area ready for pick up and Emergency Management Staff shall arrange pick up and disbursement of the meals.
*Must include gluten free and vegetarian selections*
• Breakfast must be ready for pickup at 5:30 am, lunch must be ready for pickup by 10:30am each day and dinner meal is required to be ready for pickup by 4:30 pm each day of operations.
• Vendor shall coordinate with department to determine the number of meals required in the EOC and at each field location for each day of operation. Coordination shall be done at least 12 hours prior to the next day of operations.

Question: 1. Will potable water be available at the site? 2. Will wastewater disposal be available at the site? 3. Will there be electricity available at the site? If so, is there 50 amp service available? 4. Should the bid be submitted turnkey - without any utilities available? 5. What is the minimum duration requested for bid purposes?
Response: 1) Potable water is dependent on outside factors such as the water treatment facilities still being up during a disaster. 2) Waste water disposal should be available on site as lift stations for the facility are on generator back up power. However, in the event that those are damaged waste water disposal could be impacted. 3) a. The facility has back up power generation for the whole facility to include the kitchen area. b. There are only 4x 50 amp connections in the parking lot 2 of which are in use. 30’ or greater cords would be required to access these hookups with-out impeding the other 2 assets. It is unknown if those connections are on the back-up generator circuit. 4) It is preferred the bid be turnkey with only limited electrical available. There are meal preparation assets (oven, range, sinks) available in the facility but may become over whelmed in a mass feeding situation, but would be available to use if needed. 5) Minimum duration for bid purposes would be 72 Hrs.

Question: 1. It is correct there are three groups of personnel to feed? Personnel at the EOC (at least 200) two hot meals plus boxed lunch - plus midnight snack Field Personnel - three boxed meals Personnel at the State College Arena Shelter - three boxed meals. For planning purposes, what would be the minimum number of meals or minimum number of people to be fed? This information is needed in order to determine what the staffing level would need to be. 2. Does the evidence of an off-site location need to be submitted with the bid? We operate a full turnkey catering operation with water tankers and pumper trucks and can set up anywhere there is enough space to accommodate our trailers - parking lots, etc. No other infrastructure is required.
Response: 1) Minimum to be fed would be 200 personnel ideally 100 per shift with 2 shifts 6am to 6pm and 6pm to 6 am. 2) Only the ability to move operations to an alternate location if the EOC had to move to a secondary location.
