Adding a Concrete Block Wall to the Courthouse Annex
SCOPE OF SERVICES:
Okaloosa County is requesting bids for a concrete block wall to be built at the Annex Courthouse located at 1940 Lewis Turner Blvd, Fort Walton Beach, FL 32547.
The Project, of which the Work under the Contract will be a part, is generally described as follows:
-Dig and pour concrete footer for new wall 24”deep x 48” wide,
-Construct a concrete block wall 12”wide x 7’ high not to exceed 175’ of block wall,
-Add a solid steal man door,
-Add a 24’ steel slider gate with operator,
-Exterior face of new wall to apply stucco to match existing walls,
-Paint interior and exterior of the newly installed wall,
-Install wall cap with flashing like existing walls finish.
Required Work:
-Pulling of permits,
-Wood stake standard silt fencing as necessary,
-All Architectural and Engineering drawings as necessary to complete the project,
-Hauling and proper disposal of all debris,
-Leveling of disturbed Area upon completion.
All bid submittals must include all labor, equipment and disposal fees.
TERM
The Agreement will begin once both parties have signed the agreement and shall remain in effect until completion of the project and acceptance by the County. A notice to proceed (“NTP”) will be issued when the work is ready to begin. The work must be substantially completed within one hundred twenty (120) days of the NTP with full completion within six (6) months of the NTP.
Insurance Requirements are found in Attachment “B” of the Draft Agreement furnished with this Invitation to Bid (ITB). Respondents should review these requirements prior to submitting a proposal.

Please find the attached document and information below, for the above referenced Addendum 2. This Addendum is hereby made a part of the Contract Documents and Specifications of the above referenced project.
All other requirements of the original Contract Documents and Specifications shall remain effective in their respective order.
The purpose of Addendum 2 is to address vendor questions submitted prior to the last day for questions date.
Question #1:
1. Where did the footer dimension come from is this some conservative estimate based off existing?
2. If footer is larger than what is specified will owner issue a CO?
3. Does man door simply need a lock on it?
4. Please provide more information on the gate operator and who is in charge of the access control?
Will your access control contractor hook up the gate?
5. Will the County allow any design time on this project?
6. Compaction tests required?
7. Will County consider a permit allowance?
Answer #1:
1. What footer dimensions we did not supply any footer dimensions.
They need to engineer and spec the job out to what is needed.
2. We should not need a change order if they spec out what is needed.
3. (Okaloosa County will install conduit with the electrical cabling.
Our vendor, Security Engineering, will come in and add the access control.
4. Contractor will provide opener and a push button in Sally port and 8 transmitters to open the gate.
5. After a quote has been submitted and approved vendor selected, they can have design time.
We should not need this as I was able to get a quote for this work prior to this meeting.
6. This is their determination if they deem it necessary.
7. My Interpretation is that they want us to waive a permit fee.
We cannot waive any permit fees if this is something else, please let us know.
Question #2: Will NTP be issued after design is complete and permitted?
Answer #2: Yes.
The solicitation opening date remains April 2, 2025 at 3:00 p.m. (CST).

(ITB FM 35-25) After in-depth examination of all responses in accordance with the County’s Purchasing Manual, the County announces its intent to award the contract/purchase order to the following: Holley Development Corporation 406 S Waukesha St Bonifay, FL 32425 This Notice of Intent does NOT constitute the formation of a contract/purchase order between Okaloosa County and the apparent successful bidder/respondent. The County reserves the right to enter into negotiations with the successful bidder/respondent in order to finalize contract terms and conditions. No agreement is entered into between the County and any parties until a contract is approved and fully executed. Any person/entity desiring to file a procurement protest must meet all the standards and criteria in accordance with Section 31 of the Okaloosa County Purchasing Manual. Failure to file a protest within the time prescribed in Section 31.02 of the Okaloosa County Purchasing Manual, shall constitute a waiver of protest proceedings.
