Description:

The proposed project is located at the newly constructed US-278 Flyover in Beaufort County. This project
involves the repair of erosion which is occurring underneath the existing flyover at existing openings in the
base of the barrier along the edge of the road. These discharge points appear to be causing ditches / channels
to form which results in destabilization of the slope and, in some cases, undermining of the adjacent road.

Response: The project requires 85 CY of rip rap.

Question: What is the plan for the lay down yard? Do you need to have a Marine Contractor License? What is the plan for traffic control? Is there a DOT permit already for traffic control?

Response: 1. The vendor can use the Public Works South Yard located at 9 Benton Field Rd. 2. The prime contractor is not required to hold a marine license. However, if the prime contractor is not qualified and licensed to work within the critical area, the prime contractor shall engage subcontractors who are qualified and licensed to do such work. This includes insurance in accordance with the Division of Longshore and Harbor Workers' Compensation (DLHWC). In addition, all contractors (Subs or Prime) shall have appropriate licenses as needed in accordance with the state, local and federal entities to perform the work within the scope of this project. 3. This is dependent on how the contactor is planning to construct the project. Please see response below. 4. We did coordinate with Tyler Ward at SCDOT with regards to this project. His response is as follows, “The county will be allowed to perform this work under maintenance of their prior encroachment permit from when the flyover was constructed. We will only require that an encroachment permit application be filed for temporary traffic control to document the work performed and the date(s)/times for the lane/shoulder closures.” Depending on means and methods, the contractor may or may not need this lane / shoulder closure.
