Question: Can you please indicate why this project is being re-advertised shortly after it was bid?

Response: This is being re-advertised because the County rejected all bids for the previous Invitation to Bid.

Question: Per section 2.1.6 under Insurance Requirements, the contractor shall purchase and maintain Environmental Impairment Liability insurance with the following minimum limits of liability: Bodily Injury and Property 3,000,000 each occurrence, Damage Liability 6,000,000 annual aggregate. However, the insurance checklist item #30 does NOT indicate that this coverage is required. Please clarify.

Question: Attachment A – Pricing Sheet calls for BM-25.0 and SM-9.5A (current VDOT mixes), whereas the Arlington County Construction Standards and Specifications refer to BM-2 and SM-2A (former VDOT standard mixes). BM-2 and SM-2A refer to Marshall mix design methods that were in place at VDOT from 1987-2000. VDOT has since adopted the Superpave mix design method, incorporating it in the 2002 edition of the Road and Bridge Specifications. Please note these are not simply differences in nomenclature (e.g. SM-2A vs SM-9.5A). The process for Marshall and Superpave mix designs differ significantly as the former simply seeks to achieve minimum stability (which has been shown does not simulate mixture densification as it occurs in the field) whereas the latter addresses pavement performance (i.e. pavement deformation and low temperature cracking). Given that the County specifications and pricing sheet do not agree with one another, please clarify.
