Separate sealed bids for the 2018 CDBG Interceptor Sewer Improvements for the City of Springfield, Tennessee will be received by the City of Springfield, Tennessee at the office of the City Recorder at City Hall, 405 North Main Street, Springfield, Tennessee 37172 until 2:00 p.m. local time on Thursday, September 26, 2019, and then at said office publicly opened and read aloud. The outside of the sealed envelope shall include the Bid Number 1105 and shall clearly indicate that the sealed envelope contains a bid for a sanitary sewer project. The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following:

A summary of the work is as follows:

The project generally consists of the furnishing of all materials, equipment, and labor for the installation of approximately 1,200 linear feet of new 18” diameter gravity sewer; installation of 4 new manholes; 24” diameter sewer line point repair; and heavy cleaning of existing 24” through 30” diameter sewer. The project will also include all erosion control, excavation, grading, traffic control, and testing necessary to complete the work.  

Contractor must submit certification to the Engineer at least five days before the opening of bids in accordance with requirements of Section “Sanitary Sewer (Gravity)”.  

The allotted time for construction is 75 calendar days. Construction is anticipated to begin in early November 2019 and be complete in mid-January 2020.  

The owner reserves the right to waive any informalities or to reject any or all bids. 

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. 

All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. 

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. 

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
