Description: Jasper County (Owner) is seeking proposals for Construction Management Services for a new County Council approved fire station construction project known as Marsh Cove Fire Station.  The fire station is a one-story 3-bay pre-engineered metal structure with doors on the front and rear, including a living area.  The Owner has identified a location at 4820 Lowcountry Drive, Ridgeland, SC  29936.  Jasper County, SC is seeking the services of a qualified construction manager to serve as the Owner’s representative working with the architect and engineer to provide inspections and reporting as required by the funding agencies.   Other duties will include reporting on the progress of the construction project to the County staff and/or the County Council and providing organizational and administrative support regarding the construction of the fire station.

Type of Addition: Q & A

Overview:

Two questions and answers below:                                                                                                                                                                                                                   1) Typically an architectural firm will provide a contract administrator to track the job. The CM typically provides a separate skill set otherwise known as an owners rep or construction manager. Architects do not normally have the expertise of a CM on staff. I assume the A/E will provide a contract administrator and the CM will provide the full time construction manager? A. Correct. 

2) Please clarify what constitutes full-time with regard to the duties.  A.  Per the RDA representative, the resident inspector doesn’t “have to be 40 hours a week.  The resident inspector has to perform the duties as included in the RD instruction provided (also in the RFP) and communicate with owner and contractor and visit the site regularly to assure the project is being completed per the contract plans and specs.  Two (2) hours a week is probably okay as long as all the items mentioned above [and in the RFP] can be met. [emphasis added] ."

Question: 1. Scope of Services, item #2: The 2nd sentence says the inspector will be provided by the A/E. Is this in addition to the inspector being sought by this RFP? 2. Is there a scheduled completion date for this project? If so, we can provide a lump sum cost proposal. Without duration information, we can provide hourly rates for our services.

Response: It has been agreed upon that the Owner will provide the construction manager/inspector and work under the general supervision of the architect and engineer. There will be one construction manager/inspector for the project which is being sought through this RFP. We do not yet have a firm timeline or scheduled completion date for this project. However, we anticipate a construction schedule of 150 to 220 days after the Notice to Proceed is issued.

Question: Question: 2. RFP pg. 4, Proposal Submittal Instructions states: “Proposals should be delivered via Vendor Registry, a link which is provided on the Jasper County website, under “What’s New?”, “Bids & Solicitations.” Proposals may also be delivered in hard copy format (five copies required) to the mailing address below.” Can you please clarify if the County requires an electronic submittal via the link, five printed copies to be delivered, or a combination of both?

Response: The responder to the RFP may choose to deliver the proposal by one of the two methods--1) digitally via Vendor Registry or 2) hardcopy via mail, delivery service or hand delivered. The five copies are required only if the proposal is a hardcopy.
