Description: Qualifications-based competitive sealed proposals for professional design services will be received by the City of Carlsbad for RFP Number 2025-12 for the Double Eagle Waterline Replacement Project Phase II.


The project consists of the planning, design, bidding and construction of a waterline replacement. The project involves the replacement of approximately 15,560 linear feer of the existing 22-inch waterline on Double Eagle with a new 24-inch waterline that will transition to a 10-inch waterline. Once funding is secured, the City of Carlsbad will proceed with engineering services to provide Project Management, Planning, and Design Phase Services. After the proper permit for the project is secured, the bidding and construction phases will follow.
This project is wholly or partially funded with United States Environmental Protection Agency funds, and therefore must comply with all federal requirements contained in the Supplemental Conditions. Neither the United States nor its department’s, agencies or employees is or will be party to this invitation for bids or any resulting contract.

Pre-Bid Meeting Details: A mandatory pre-proposal meeting will be held on September 26, 2025 at the Water Department Office located at 1502 W. Stevens Street at 2 p.m. Mountain Time. This meeting will also be available via virtual meeting.
