Description: The Laurel Bay Road Pathway project is a new 10’ concrete shared-use path, approximately 3.4 miles long, to be
constructed on the north side of Laurel Bay Road from the Laurel Bay Military Housing Complex to US 21 (Trask
Parkway). The project will be located on SCDOT’s Present Right of Way for most of the project with approximately
100’ located on the US Marine Corps’ property. The project also includes a new 5’ sidewalk on Shanklin Road for
approximately 0.06 miles.

Question: Lewallen is interested in bidding this job. We have done a lot of work in Beaufort on the Spanish Moss Trail, though it has been a few years, and we are well positioned to deliver quality work at a competitive price. To meet the qualifications we will have to obtain a SC Contractors License and get on the SCDOT pre-qualified prime contractors list. I intend to start that process this week but will the County of Beaufort allow us to bid while we work on these 2 items?

Response: The contractor should be certified as a SCDOT pre-qualified prime contractor and have their SC Contractors License at the time of the bid opening to submit and perform work as a Prime contractor. If a contractor is performing work as a subcontractor, they should have their SC Contractors license.

Question: Can we get a detail for the striping proposed for eliminating the US 21 Ramp?

Response: On plan sheet 7, it is noted: Remove existing ramp pavement to US 21 and deceleration lane along US 21 (approx. 2700 SY) and restripe existing US 21 Turn Lane with 4” White Solid Edge Line (Approx. 380 LF), Add new concrete at existing Spanish Moss Trail Cross Walk (Approx. 300 SY). The 4” White Solid Edge Line complies with SCDOT’s Standard Drawings.

Question: What are the clearing limits? I see the dotted limit of grading line and I see SCDOT ROW line. Do we clear to one or the other or at our discression?

Response: The quantity is Clearing & Grubbing within Roadway, and the clearing limits are shown by either the cut & fill limits (dashed line w/ 00’C or 00’F) or NPDES line, whichever is farther from the edge of pavement. This project will not clear the entire right of way as that is a different pay item. See SCDOT’s special provisions and 2007 Standard Specifications for Highway Construction.

Question: How deep is the 12" water main? Particularly interested in the section between Sta 158 and 200 where it's under the existing trail.

Response: Based on the utility coordination that was performed, the 12” water line is not in conflict with path and would be located 3’ or greater below ground per SC DHEC, SCDOT and BJWSA cover requirements.

Response: FOL is fiber optic line.

Question: You have grading line items like Unclassified Excavation, Borrow Excavation, and Muck Excavation broke out into cubic yards. How will these units be measure for payment?

Response: It will be paid by unit rates. The unclassified and muck excavations will be measured by volume of earthwork excavated. The borrow excavation is based on the measurement of material removed from the borrow pit in addition to the truck tickets.

Question: Will Beaufort County pay for stored materials? The drainage pipe and structures of particular interest to me.

Response: Payment may be allowed for stored materials, if the storage location is bonded and insured and written authorization for access is provided to the County.
