Description: The County wishes to obtain a vendor to provide beach related concessions consisting of prepacked food, non-alcoholic drinks, and smaller related beach products at John Beasley Park. The Park concession space consists of two small concession areas located in the park pavilion at John Beasley Park, 1550 Miracle Strip Pkwy, on Okaloosa Island, Ft. Walton Beach. The concessionaire services are generally sought to be provided for the convenience of park visitors and beach goers and to otherwise enhance their experience. The awarded contract shall be for a period of two (2) years with up to three (3) years of extensions upon mutual agreement. The yearly periods of this contract is on a calendar basis, January 1 through December 31st, the first
year will begin on the execution date of a contract through December 31 instead of the calendar basis.

Please find the attached document and information below, for the above referenced Addendum 1. This Addendum is hereby made a part of the Contract Documents and Specifications of the above referenced project. All other requirements of the original Contract Documents and Specifications shall remain effective in their respective order.

I. Questions / Answers - The purpose of Addendum 1 is to address vendor questions submitted prior to the last day for questions date.
Question #1: Good afternoon, we make a good amount of our shirts for the vending business we are running out at crab island. If we win the bid we were interested in potentially making our own shirts and products along with purchasing merchandise through the local printing vendor we currently use. We were wondering if it was possible to use some of the county logos such as the new Destin FWB logo, the little adventures logo, or to use names such as John Beasley Park? Thank you.
Answer #1: Tourism Development Department (TDD) currently does not have brand standards for third party use of our logos. We could potentially evaluate and develop such standards if the winning vendor is interested. All use of the County or TDD logos would require pre-approval before use.
Question #2: 1 - In lieu of or in conjunction with, roll down security doors, could we also keep the current outswing windows for signage? 2 - Would it be possible to adjust the daily start time to 10:00 AM? 3 - Will there be designated parking spaces available for vendors? 4 - Would it be permissible to offer food and beverage discounts to county employees? 5 - Would it be permitted to sell coffee and lattes? 6 - Can we sell shaved ice, as is permissible under the Florida Agriculture Licensing? 7 - Would it be permissible to warm pre-cooked hot dogs and nachos with cheese using equipment such as a crockpot or food warmer, without the use of an open flame?
Answer #1: 1 - We will make decision with input from the vendor that is selected. 2 - The summer season (June-Sept) is the only timeframe that requires a 9:00 am start time due to this being the busiest season. Overview: Date: May 16, 2025 OKALOOSA COUNTY PURCHASING DEPARTMENT NOTICE OF INTENT TO AWARD RFP FM 43-25 John Beasley Park Concessionaire Services Okaloosa County would like to thank all businesses, which submitted proposals for John Beasley Park Concessionaire Services. (RFP FM 43-25) After in-depth examination of all responses in accordance with the County’s Purchasing Manual, the County announces its intent to award the contract/purchase order to the following: Jeanetta’s C.D. LLC, 44 Cool Breeze Loop, Freeport, FL 32439. This Notice of Intent does NOT constitute the formation of a contract/purchase order between Okaloosa County and the apparent successful bidder/respondent. The County reserves the right to enter into negotiations with the successful bidder/respondent in order to finalize contract terms and conditions. No agreement is entered into between the County and any parties until a contract is approved and fully executed. Any person/entity desiring to file a procurement protest must meet all the standards and criteria in accordance with Section 31 of the Okaloosa County Purchasing Manual. Failure to file a protest within the time prescribed in Section 31.02 of the Okaloosa County Purchasing Manual, shall constitute a waiver of protest proceedings.
