Response: The city will require staffing support to help with the event as well as roll off and front load containers. The current vendor brings 5-7 employees to help with the 4 hour recycle event. The employees are helping with the paper shredding event as well as any other location that may need assistance.

Response: Currently, the city's vendor only using sideload and rearload vehicles to service the City of Conroe. Thats not to say things will not change in the future.

Response: I currently can not specify these locations due to what is deemed safe or unsafe for a specific vendor. The contractor must handle these alley collection occurrences on an as needed basis and determine what is safe for their fleet.

Question: 27. Can the City please confirm that the Contractor will be paid for each cart serviced? For example, Residential Four Polycart Service would be billed for 192 units (48 x 4)? If not, then would the additional carts at each account be billed at the additional cart rate from the pricing form?

Response: The Contractor will be paid for all carts serviced that has an active account in the cities current billing system. The invoice used for billing will be created by the city through the current billing software. The contractor will not receive payment for any cart serviced that's not in the cities current billing system. It's the Contractors responsibility to make sure they audit their routes for non-active accounts that may have carts placed out for service. Currently the city has one charge for the first cart of service, and a second different charge for each additional cart. Refer to Addendum 6 for information on pricing.

Can the City confirm that only the Proposal Bond of $25,000 is needed?

Response: The City is willing to incorporate a yearly CPI adjustment or yearly fixed rate with an agreed upon cap on all CPI indexes. The city will have the final approval or disapproval of the process determining the indexes used to create the CPI rate.

Response: Currently the collection days are balanced to meet growth and tonnage debris. When the volume or tonnage dictates additional routes or change of collection days, the city must receive a proposed plan from the vendor. The city will review the plans to approve or deny any changes in collection times or days.

Response: The price per haul is a fee that includes pickup, hauling it to the required facility, emptying the container, and bringing the container back to the Recycle Facility. Nothing is charged on top of the agreed upon hauling rate.

Response: Conroe/Pct 1 Recycling Facility has purchased their own contractors through the HGAC grants. The information requested in the Base Bid for Compactor Containers is for pickup, hauling, emptying in recycling facility, and then bringing back compactor to recycling facility. This information is not to replace or add compactors to the Recycle Facility.

Response: I have requested the estimated information for the City's Engineering Department and will update the question once I receive the information. The city has been growing on an average between 5-8 percent per year. Currently the city has 14 significant residential subdivisions in which houses are actively being constructed and newly occupied. Two years from now - The City estimates we will have 19 significant residential subdivisions in which houses will be constructed and newly occupied.

Response: Currently, the city's vendor only using sideload and rearload vehicles to service the City of Conroe. Thats not to say things will not change in the future.

Question: 26. Can the City identify the current alley collection areas where small trucks are currently needed?

Response: I currently can not specify these locations due to what is deemed safe or unsafe for a specific vendor. The contractor must handle these alley collection occurrences on an as needed basis and determine what is safe for their fleet.

Question: 27. Can the City please confirm that the Contractor will be paid for each cart serviced? For example, Residential Four Polycart Service would be billed for 192 units (48 x 4)? If not, then would the additional carts at each account be billed at the additional cart rate from the pricing form?

Response: The Contractor will be paid for all carts serviced that has an active account in the cities current billing system. The invoice used for billing will be created by the city through the current billing software. The contractor will not receive payment for any cart serviced that's not in the cities current billing system. It's the Contractors responsibility to make sure they audit their routes for non-active accounts that may have carts placed out for service. Currently the city has one charge for the first cart of service, and a second different charge for each additional cart. Refer to Addendum 6 for information on pricing.

Question: 28. Proposal bond. Section 3.3 states that Enclosed with the proposal is needed a Certified Check for ($25,000.00) or a Proposal Bond in the sum of ($25,000), but at the beginning of the RFP states that a certified check upon some responsible bank of the State of Texas or a bid bond from a Surety Company holding a permit in the State of Texas in the amount of 10% of the bid. Can the City confirm that only the Proposal Bond of $25,000 is needed?

Question: 29. In order to provide the most competitive proposal for the city and its constituents is the City willing to incorporate a yearly CPI adjustment within the agreement?

Response: The City is willing to incorporate a yearly CPI adjustment or yearly fixed rate with an agreed upon cap on all CPI indexes. The city will have the final approval or disapproval of the process determining the indexes used to create the CPI rate.

Question: 30. Given the growth of the City in the recent years and in order to provide the most competitive proposal for the city and its constituents, can the City please confirm that the current collection days can be balanced once awarded?

Response: Currently the collection days are balanced to meet growth and tonnage debris. When the volume or tonnage dictates additional routes or change of collection days, the city must receive a proposed plan from the vendor. The city will review the plans to approve or deny any changes in collection times or days.

Question: 35. Base Bid (Conroe/Pct. 1 Recycle Facility – 142 W. Wally Wilkerson). Can the City please confirm that this will be a price per haul with disposal being charged as a pass-through on top of the proposed rate?

Response: The price per haul is a fee that includes pickup, hauling it to the required facility, emptying the container, and bringing the container back to the Recycle Facility. Nothing is charged on top of the agreed upon hauling rate.

Response: Holidays are to be serviced on the next day. If the holiday falls on a Friday (4-17-2024) the next service day for Friday would be Saturday (4-18-2024). If a Holiday falls during the middle of the week, all remaining service days after the holiday will be pushed forward 1 day, and Fridays service day would then push to Saturday.

Response: Conroe/Pct 1 Recycling Facility has purchased their own contractors through the HGAC grants. The information requested in the Base Bid for Compactor Containers is for pickup, hauling, emptying in recycling facility, and then bringing back compactor to recycling facility. This information is not to replace or add compactors to the Recycle Facility.

Question: How many residential subdivisions are in progress and how many in place but not in building phase.?

Response: I have requested the estimated information for the City's Engineering Department and will update the question once I receive the information. The city has been growing on an average between 5-8 percent per year. Currently the city has 14 significant residential subdivisions in which houses are actively being constructed and newly occupied. Two years from now - The City estimates we will have 19 significant residential subdivisions in which houses will be constructed and newly occupied.
