Question: 1. Are both, a Payment and Performance Bond required for this Bid and contract award based on the scope of work? Are those 2 separate Bonding requirements? 4. Section 5 of the Sample Contract indicates that surety bonds are “not applicable”. Is this an error in the original IFB required in this bid?
Response: Payment and Performance Bond is not required. Remove Section Two, Item 8 “Security Required.”

Question: Does the County allow a provision for the bidder to obtain (Not to exceed) amounts related to inflationary increases in follow on years for inflation cost related to the operation of compaction services. I.E. Fuel, Insurance, Labor, Maintenance, etc.?
Response: Upon written request from the Contractor, prior to annual contract renewal, the contract price may be increased by 3% or the 12-Month Percent Change in CPI category “All items in South Atlantic, all urban consumers, not seasonally adjusted,” whichever percentage is lower

Question: When will the Contract Bid Security Bond be returned to the Bidder? I.e. When will the county determine the contract is executed properly? Or is the surety bond held for the entire length of the contract (1 year).
Response: This solicitation does not require a bid bond. Remove Section Two, Item 8 “Security Required.”

Question: May a bidder in addition to the bid requested, also make a separate alternative bid with longer than the 1 year term? I.e. a 3 year term with 2 each 1 year extensions.?
Response: The initial term of any contract derived from this solicitation shall be ONE (1) year from the date of contract execution by the County. At the County’s discretion, the contract may be renewed for four (4) additional 1-year terms. If the County elects to renew the contract, the Contractor shall be obligated to renew.
