Description: Rio Rancho Public Schools (RRPS) is requesting competitive sealed proposals from firms capable of providing Emergency Mitigation Services on an as needed basis. All potential Offerors are to read, understand and accept the requirements of this Request for Proposals (RFP), especial¬ly the mandatory requirements.
This is a qualifications-based selection with cost as a consideration. The Offeror is required to provide, as part of the Technical Proposal, the qualifications and other documents requested in this RFP. The Price Proposal will be evaluated separately from the Technical Proposal.
The award(s) of a contract shall take into consideration certain contractor qualification and performance factors that add value to a procurement contract. Factors such as contractor past performance, technical expertise and experience, management capabilities and resources, will form the basis for the criteria to be considered, in addition to price to perform the scope of work. award(s) shall be made in accordance with the terms conditions, and requirements stated herein.

Question: Given that section D, Item 2 - "Proposal Security (Bond or Cash)" is not applicable, is section D, Item 3 - "Notarized Declaration Letter from Surety" still applicable?

Question: If section D, Item 3 "Notarized Declaration Letter from Surety" is applicable, the RFP states the letter will confirm the offerors' ability to obtain a bond for no less, than 100% of the proposal price; considering that emergency mitigation projects will vary significantly in price based on the scope of work and we cannot predict what the total price of any project will eb at the time of the proposal, what dollar amount would you like to see on this letter?

Question: The Mitigation Contractor's Statement of Qualifications form 3.a. asks for an original contract amount and original number of days to complete. It is industry standard that emergency mitigation work is billed upon completion of work, and is typically performed as quickly as possible, therefore mitigation projects do not have an original contract dollar amount or an original number of days to compete negotiated prior to start of work. These sections on the form are not applicable to emergency mitigation jobs. How would you like us to address this when filling out reference 3.a. Experience?

Question: On page 46, the statement of qualifications form request the average annual amount of construction work performed during the past five years. Should this dollar amount be limited to Emergency Mitigation work as defined by the scope of the RFP, or should it include construction work outside of that scope as well that we have performed since we are also a General Contractor?

Upon contacting NMDOL, we were informed they do not assign certificate numbers or provide certificates.
