DECORATIVE RAILING AT DFWBCC MAIN ENTRANCE
GENERAL REQUIREMENTS
The Destin-Fort Walton Beach Convention Center (DFWBCC) is a multi-purpose facility with approximately 33,000 square feet of indoor meeting space and 38,000 square feet of open-air, fully-equipped outdoor space. Conventions, trade shows, entertainment events, regional sporting events, association events and civic functions are held here on a year-round basis. The exterior area around the main entrance features a variety of half-walls that may pose a safety hazard if used for sitting, walking and/or climbing. This is a Request for Proposals (RFP) for the design and installation of decorative railings along the half-walls at the main entrance to the DFWBCC, generally denoted in yellow (upper walls) in the images below.

Decorative Railing: The approximate length is 95’, vendor to verify. Bolted to wall cap. Installation included. Railing design shall prevent sitting, walking and/or climbing on top of the walls. Railing shall incorporate the destination’s
Little Adventures Fish Design shown below, but ultimate design, material, finish and construction methodology to be proposed by vendor.
The vendor shall be responsible for the following:
1. Perform all services and furnish all supplies, materials, and equipment as necessary for the design, execution, fabrication, and installation of the railings at the site in accordance with Florida Building Code as applicable.
2. Vendor will be required to obtain and pay for all required permits.
3. Provide a maintenance manual to the County for the Decorative Railings.
The County shall be responsible for the following:
1. Provide the fish design in electronic format for vendor’s use in Decorative Railings.
2. Review and approve the final design.
3. Access to the site for installation purposes.
Reproduction rights shall be afforded to the County for appropriate safety, promotional and educational purposes.
PROPOSAL FORMAT / SELECTION CRITERIA
Proposals MUST be submitted in the following format and criteria will be utilized in the evaluation of proposals:
A. Executive Summary (10 points): Summarize the firm’s background, qualifications and work experience applicable to this solicitation; confirm the firm will comply with the requirements, provisions, terms, and conditions specified in this solicitation; include the firm’s years in business, complete name and address, permit, and contact information for the person authorized to negotiate terms and render binding decisions on contract matters; signed by an authorized representative of the firm.
B. Project Experience (20 points): Demonstrate experience in projects of similar size and scope, preferably for government entities. Provide at least five (5) recently completed projects similar to that described in this RFP, preferably completed by individuals to be assigned to this project. Include the client name, project location, services provided, design material and product, dates services were provided, and budget.
C. Pricing (30 points): Include a total cost of services and any up-front payment requirements for the project. This amount is to be inclusive of all costs associated with labor, supplies, materials, and equipment as necessary for the design, execution, fabrication, and installation of the railings at the site. The most competitive price submitted will be awarded the maximum points. Remaining proposals will receive points on a pro-rated basis. Pricing must be provided in the prescribed format.
D. Decorative Railing Design (40 points): Describe proposed design, material, finish and construction methodology. Provide both narrative and images. Include any required or suggested maintenance practices.
TERM OF CONTRACT
The contract term is anticipated to be no more than one (1) year from Notice to Proceed, but the County wishes the work to be completed sooner.
Note: Failure to provide all the required information, in the required format, may disqualify the vendor from further consideration.
