Description: Dorchester County requests a letter of interest and a current resume of qualifications from all interested consulting firms experienced in providing engineering and design services necessary for the preparation of plans, and cost estimates to implement infrastructure improvements and structural upgrades at (14) Convenience Sites. Dorchester County will use a one-step or two-step evaluation process to select a consultant to implement this Project. After evaluating the submitted proposals, the Selection Committee will recommend up to three top-ranking firms, in order, to the County Administrator. The determination regarding how many Proposers to recommend is not subject to review or protest. Cost is NOT a factor in the ranking of consultants to provide services herein. Interviews with the top-ranking firms may be requested by the selection committee. DO NOT include any reference to consultant costs in the RFQ response. Any RFQ response with any discussion of cost will be disqualified. Consultants are advised that this evaluation and selection process is a competition and not simply a prequalification. Note that the contract will be based on a negotiated fee based on the project scope as outlined below. Requested services include but are not limited to:  Project Management  Field Surveys  Property acquisition  Permitting  Utility Design  Site Design  Bid Document Preparation  Assistance during bidding  Estimates and construction administration The project team should be capable of providing all services outlined above and as defined in the scope of services.
