Description: The City of Griffin is seeking Requests for Proposals from qualified organizations to provide materials, equipment,
labor, any traffic control needed and services necessary to perform pre-cleaning and closed circuit television
inspection (CCTV) of 90,632 linear feet of existing sanitary sewer pipelines ranging from 8-inch to 12-inch in
diameter and categorized as within the easement or roadway. Water will be purchased from the City of Griffin
and traffic control may be required for high volume traffic areas and State routes. Traffic Control to be provided
by the City of Griffin. Contractor will coordinate with the City for high volume traffic areas and State routes, the
City of Griffin will obtain any permits associated with ROW encroachment as needed. Appendix A of this RFP
includes specifications for preconditioning and cleaning of the pipelines, CCTV inspection of the pipelines and a
Measurement and Payment Section to accompany the RFP tabulation. As well, Appendix B of the RFP includes a
mapbook showing where all the pipelines required to be inspected reside geospatially. The allotted time to
complete this work is 100 calendar days.

Question: Performance Contracting, Inc. RFP #24-012 Questions: Sanitary Sewer Basins PC1271 & PC1788 Precleaning & Inspections 1. Question: To what extent will the City of Griffin provide traffic control? Reference section 1.1 Purpose – Mentions Traffic Control will be provided by the City of Griffin. 2. Question: Is ROW the abbreviation for right-of-way? If not, please clarify. Reference section 1.1 Purpose – Mentions the City of Griffin will obtain any permits associated with ROW encroachment as needed. 3. Are there any fees associated with any traffic control permits and if so, what are the cost? 4. Question: Can this schedule be modified to Monday through Saturday 7:00 a.m. to 5:30 p.m.? Reference section 1.3.2 mentions the work hours are Monday-Friday from 8:00 a.m. to 5:00 p.m. 5. Question: Please provide the cost of the fees associated with permitting and licensing. Reference section 1.3.7 mentions all permit fees and licenses that may be applicable for the installation should be included in the proposal. 6. Question: If the explanation causes the proposal to exceed 10 pages, is this acceptable? Reference section – Other Supplier Disclosures (page 20) “Any responses of ‘Yes’ must be explained in full”. RFP #24-012 Appendix A Questions 7. Question: Is this referring to water blasting? Reference Part 3 Execution; D. 8. Question: Where is section 1.03 of these specifications? Reference section Part 2 Products 2.02; Operators of the television inspection equipment shall meet the requirements stated in section 1.03 of this Specification. 9. Question: Please provide a formula to measure the I/I in gallons per day. Reference section Part 3 Execution; 3.01 Procedures; Camera movement will not resume with visible point sources of infiltration/inflow until the leakage rate from the source is quantified. The leakage rate of each infiltration/inflow source shall be estimated in gallons per day (gpd). 10. Question: Will other means such as a can cutters / root saws be acceptable to remove intruding laterals? Reference Part 3 Execution; 3.02 Provisions; H. If during the course of CCTV inspection, a protruding tap is discovered in the pipeline that will not allow the passage of a CCTV inspection camera and a reverse setup cannot be completed, then the Contractor will be required to remove the protruding tap via a remote controlled robotic cutting device. 11. Question: Are we performing manhole inspections? Documenting manhole observations while also documenting pipeline observations for the same inspection will skew the results per the PACP grading scale. Reference Part 3 Execution; 3.02 Provisions; M. Each CCTV survey shall televise the pipeline completely and shall pan the upstream and downstream manholes or access points and document all notable observations found in them. 12. Question: Regarding the material removed during the preconditioning scope. Will the disposal / disposal site be provided by the Utility at no cost to the Contractor? 13. Question: Will the City assist the Contractor in locating manholes that are unable to be located or paved over? If so, what is the Cities response time? 14. Question: Are “all” hydrants available to use?
