The City of Goldsboro is requesting written proposals from qualified firms to perform project specific underwriting and subsidy layering. The City is an Entitlement Grantee under the U.S. Department of Housing and Urban Development (HUD), Community Planning and Development programs. As a HUD Entitlement Grantee, the City is required to conduct an underwriting and subsidy layering review of all proposed HOME funded development projects before any commitment of federal funds.

Pre-Bid Meeting Date: 8/1/2024 10:00 AM

Pre-Bid Meeting Details: A pre-proposal conference is scheduled for 10:00am on Thursday, August 1, 2024, in the Large Conference Room at City Hall located at 200 N. Center Steet, Goldsboro, North Carolina 27530, in the Community Relations and Development Conference Room. The purpose of the pre-proposal conference is to provide assistance to interested consultants in the interpretation of the Request for Proposal (RFP), Scope of Services, Sample Contract, and other technical and contractual matters. Attendance at the pre-proposal conference is not mandatory but is highly recommended.

Question: Hello, our question is ancillary to this RFP. For the current lending programs to homeowners (home repair, down payment assistance, first time homebuyer) and loans to developers of affordable housing, what technology platform (if any) is used to manage this? Meaning, monthly payments, occupancy letters, 1098s, client portal, payoffs, etc. Thank you.

Response: We are currently not seeking additional loan services outside of Underwriting and Subsidy Layering.
