Request for Proposal (RFP)

 

Barton County Information Technology Department – Purchase of a Thermal Camera for the Barton County Solid Waste Landfill.

 

Submission deadline:                                             2:00 p.m., October 20, 2021    

 

Deadline for final submission of questions:            5:00 p.m., October 15, 2021

 

No interpretation of the meaning of the Bid Documents will be made to any bidder. Questions may be submitted, via email, to:  Dereck L Hollingshead, Information Technology Director, at dhollingshead@bartoncounty.org.

 

Questions will be answered within one (1) business day via email with a return reply acknowledging receipt of the email requested. Questions and answers will be shared with all bidders.

 

Introduction – Barton County Information Technology invites proposals for the purchase of a thermal camera at the Barton County Solid Waste Landfill, 350 NE 30 Rd, Great Bend. Products to be included in the proposal include:

 

-Axis Q2901-E Temperature 19mm Camera – Part Number 0648-001

-Axis T99A11 Positioning Unit 24 V AC/DC – Part Number 01227-001

-Axis Power Supply – Part Number 01170-001

-CyberPower UPS – Part Number CP1500PFCLCD

-CyberPower Monitoring Card – Part Number RMCARD205

 

No substitution of the above noted items is allowed.

 

Submission Procedure – Proposals conforming to the requirements set out below must be received via Vendor Registry (directions found at www.bartoncounty.org) no later than the deadline given above. Proposals must state that they are valid for a period of at least ninety (90) days from the closing deadline. Barton County reserves the right to waive irregularities and to reject any and / or all bids.

 

Barton County may reject any bid not prepared and/or not submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof.

 

Modification of Bids – Modifications to bids already submitted will be allowed if submitted in writing prior to the time fixed in the Request for Proposal. Modifications shall be submitted as such and shall not reveal the total amount of either the original or revised bids.

 

Opening, Evaluation and Contracting – Proposals may be opened by Barton County at any time after the submission deadline. All proposals satisfying the requirements of this Request for Proposal will be evaluated to establish which of the offerors best fulfills the needs of Barton County and this project. Barton County anticipates purchasing equipment under this Request for Proposal. This Request for Proposal, however, does not commit Barton County to award a contract, to pay any costs incurred in the preparation of a proposal or to contract for the goods and/or services offered. Barton County reserves the right to accept or reject any or all proposals received as a result of this request, or to cancel this Request for Proposal, if it is in the best interests of Barton County to do so.

 

MINIMUM SPECIFICATIONS

 

Minimum specifications for purchase of a thermal camera at the Barton County Solid Waste Landfill, 350 NE 30 Rd, Great Bend, Kansas, include:

Warranty – The offerors shall include the warranty for all products and services under the Request for Proposal. Further, the successful offeror must turn over all equipment warranties to Barton County.

 

Anticipated Date of Delivery – To be included based upon approval of bid within 90 days of submission deadline.

 

Delivery Charge – Delivery charge, if any, to be included with bid amount, but is to be listed separately.
