Description: The work to be done consists of the furnishing of all materials, labor, and equipment for the complete construction of the Trickum Road at Nocatee Trail Roundabout Project, hereinafter referred to as the “PROJECT”, including, but not limited to, erosion control, maintenance of traffic, paving, grading, excavation, subgrade preparation, drainage construction, concrete surface course, sidewalks, signs, pavement marking, and grassing at locations indicated in the plan set. The contract timeframe is 270 calendar days.


Pre-Bid Meeting Date: 9/6/2024 10:00 AM

Pre-Bid Meeting Details: A pre-bid conference (not mandatory) for all Bidders will be held at the City Annex Building located at 12453 Highway 92, Woodstock, GA on September 6, 2024, at 10:00 am. Please note Georgia Department of Transportation Standard Specifications, Latest Edition, GDOT Supplemental Specifications Book, Current Edition, and applicable Supplemental Specifications and Special Provisions apply to this project. Deadline for questions will be Tuesday, September 17, at 12:00 pm. Responses to questions will be provided by Tuesday, September 24, at 12:00 pm.

Question: The Lighting STD plans and bid items list a quantity of 10, but the Luminaire Bracket Arm 12FT and Luminaire, TP 2 LED are listed as 11. Could you please clarify if the extra Luminaire Bracket Arm 12FT and Luminaire, TP 2 LED are accounted for somewhere else, or if this is a mistake in the plans and bid items?

Response: Lighting quantities verified. Lighting STD pole “P6” has two Luminaire Bracket Arms which accounts for the 1 additional quantity.

Question: After making a site visit, we noticed rock exposed. Would the City of Woodstock put a line item in the bid schedule for Trench Rock and Mass Rock in case we hit rock during excavation? If the City of Woodstock does not add the needed line items, the contractor will have to assume we will hit rock and inflate our grading complete lump sum price to make sure we are covered. Adding the line items in the bid schedule will cut down on grading complete cost. To have a unit cost you could add, Trench Rock 50 CY’s and Mass Rock 50 CY’s. I am trying to look out for the best interest for the City of Woodstock. Also, does the City of Woodstock have boring reports?

Response: “Excavation – Rock” quantity and line item will be added to the plans and bid schedule. For construction bidding and field verification purposes, the following are specifications/definitions that will apply for quantities and payment under “Excavation – Rock”. All other excavation or rock material that does not meet these definitions will be paid for under the original bid price of “Grading Complete”. A general note with the rock definitions below will be added to sheet 04-0001. 1. Mass Rock – Material which cannot be excavated with a single-tooth ripper drawn by a crawler tractor having a minimum draw bar pull rated at 56,000 pounds (Caterpillar D-8K or equivalent), and occupying an original volume of at least one cubic yard. 2. Trench Rock – Material occupying an original volume of at least one-half cubic yard which cannot be excavated with a hydraulic excavator having a minimum flywheel power rating of 123 kW (165 hp); such as a Caterpillar 322C L, John Deere 230C LC, or a Komatsu Pc220LC-7; equipped with a short tip radius bucket not wider than 42 inches. A Soil Survey or Boring Report are not available for this project.

Question: The bid documents states, "The bids will be publicly opened and read aloud at 10:01 a.m." Will we have to be there in person to hear the bid results as they are opened? Will you have a zoom meeting or like kind?

Response: You will not have to be there in person to hear the results. A GoTo Meeting link will be sent out as an addendum closer to the bid opening date. The most likely date this will be sent out is the day before the bid, September 30th.

Question: 1. Who is responsible for the utility modifications shown on plan sheets 24-0000 to 24-0002? 2. Where can we find the details/ specifications for the Decorative Sign Post shown on plan sheet 26-0002?

Response: The utility companies are responsible for their own relocations. Contractor is responsible for the coordination with the utility companies per General Notes #2 & 3. The specifications are on Sheet 26-0002

Question: Will you post Addendum #2? Did the City of Woodstock decide we can leave excess material onsite for future development? Also, for clearing can we do a lane closure while remove the large trees for safety reasons? By the looks on the phrasing plans we do not have to do temporary asphalt paving. Is this a correct statement? If we must use temporary asphalt paving, can we overrun the asphalt line items? One last questioned which I think was ask already, what is the working hours limits if any?

Response: - still waiting on a response from the Little River project team on staging area. I will have all other answers posted when this gets finalized. - Temporary lane closure are permitted. Lane closures are not allowed between 6:00am – 9:00am or 4:00pm-7:00pm without prior approval from the City. See General Note #8 (Maintenance of Traffic). - Temporary asphalt is not anticipated. - Should the Contractor choose to stage the project differently or modify the staging plans, all temporary items shall be included in the original bid price of the project. See General Note #17. - Will confirm hour limits. It is right in front of a school zone and neighborhood.
