The intent of this Request For Proposal is to purchase and install one (1) Pre-engineered metal building for the Darlington County Sheriff’s Office.  This building will be used to store evidence only.  The new Evidence Storage Building will be located off Rogers Road in Darlington, South Carolina.  Bids must include the costs for the pre-engineered metal building, all labor, equipment, materials, permits, and fees to furnish, deliver, construct and install a fully functioning building, in a turn-key manner meeting the specifications herein and all necessary codes and regulations for this standard build.

Darlington County staff has answered the questions below to the best of our ability.  Answers are in Red

1.     Who will be responsible for Utility Locates and Tie In’s? Bids must include the costs for the pre-engineered metal building, all labor, equipment, materials, permits, and fees to furnish, deliver, construct and install a fully functioning building, in a turn-key manner meeting the specifications herein and all necessary codes and regulations for this standard build.  

2.     Have the utilities be identified for the tie in’s? Water Sewer, Phone, and Electric Bids must include the costs for the pre-engineered metal building, all labor, equipment, materials, permits, and fees to furnish, deliver, construct and install a fully functioning building, in a turn-key manner meeting the specifications herein and all necessary codes and regulations for this standard build.    

3.     Who will be responsible for Engineering on the concrete slab and utility tie in specification? Bids must include the costs for the pre-engineered metal building, all labor, equipment, materials, permits, and fees to furnish, deliver, construct and install a fully functioning building, in a turn-key manner meeting the specifications herein and all necessary codes and regulations for this standard build.  

4.     Who will be responsible for utility tie in cost? Bids must include the costs for the pre-engineered metal building, all labor, equipment, materials, permits, and fees to furnish, deliver, construct and install a fully functioning building, in a turn-key manner meeting the specifications herein and all necessary codes and regulations for this standard build.  

  1. Are there any requirements for high security storage?  No
  2. Will the interior of the pre-engineered steel building need to be finished aside from the bathroom? No, finish walls, but insulations will need to be finished.
  3. Where does the water lines come from? Plans for the Detention building can be obtained from DHEC.

8.     Will sprinkler be required? The successful offeror will provide and install one (1) pre-engineered metal building size 50 X 100 to be used as an evidence storage building.  The building must meet the following specifications one standard unisex bathroom, 2 standard doors, 2 electric roll-up doors size 10 x 12, Eyewash station, utility sink, HVAC (heating and air), water sprinkler systems, water sprout on the front building, standard LED lighting, standard receptacles (8 along the length and 4 along the width). 

  1. Has a soil analysis been done? No
  2. Who will be preforming the grade work? The awarded bidder.

 11. Is there any exterior wiring for security? No, none has been requested.

  1. Does the fence need to be included? No this will be a separate solicitation.
  2. Is there county water on the Rogers Road side or road behind sheriff’s office? That will need to be confirmed with Darlington County Water and Sewer 843-393-8131.
  3. Who will do inspection and permit fees? Vendor are responsible for all inspections and permits fees; however, the County does not charge any fees for the County’s building which permitted through the County and are located within the County jurisdiction.
  4. Will there be water tap and impact fees? That will need to be confirmed with Darlington County Water and Sewer 843-393-8131.
  5. Does it have to be exactly 50x100 or can it be slightly smaller to reduce cost of engineering?  To compare the proposals correctly yes it needs to be a 50 x 100.
  6. Time restrictions? Once the award is made, time to completion is negotiated within a reasonable amount of time.
