Description: The purpose of this bid is to obtain pricing for the following milling, resurfacing, and placement of new asphalt
on various roads within Okaloosa County.
All construction will be in accordance with standards adopted by the American Association of State Highway &
Transportation Officials as set forth in the AASHTO Manual “Standard Specifications for Highway Bridges.”
It is the intent of this solicitation to secure a source for Asphalt Paving, Milling Services, and Resurfacing
Services, for Okaloosa County to assist in Capital Projects and the Surtax “50 in 5” program. All materials and
workmanship shall meet the Florida Department of Transportation Standard Specifications for Road and Bridge
Construction, latest edition.
Placement of asphalt shall conform to FDOT Design Specification Sections 330, 334, and 916. All asphalt
provided shall be in accordance with the FDOT Design Section 334, Superpave Asphalt Concrete. The Public
Works Department will specify the use of SP9.5 or SP12.5 for each road.

Question: Response Document #13: Bid Response Sheet needs updated and below are questions regarding this document: For line items 1-4 the QTY is blank. Please input a bid QTY for bidding. Will there be a minimum asphalt tonnage for the contractor to mobilize for? This will give the County a much better price. If the streets are milled by the contractor, will the contractor be paid the resurfacing asphalt prices? The milling depths don't warrant a same day mill and fill operation since there will not be any drop off hazards. Will the contractor be required to mill and resurface same day? The sheet has unit prices but no extensions for total pricing. What is the desired answer for the "Total Bid Price (Delivered)"? What is the intent for the "Deliver Time (Maximum)" blank? Please provide a description. Is this per work order? Per Ton? Per road? "List Materials and Solutions Being Proposed" - What is the intent of this question? Is this for the extension rings, manhole rings, and covers? It would be best for the county to specify what materials are wanted. What is the intent of the "Solution Being Proposed"? After the unit pricing "Vendor" tabs are included. What is the purpose of these blanks? Can they be removed from the bid tab?
