Question 1

Question: Per SC law an engineer is required to design and stamp all fire alarms with an assembly classification building as listed in IFC-2018 SC modified code. Do you have these required drawings and or specifications? Is this a new or existing building? Do you have a list of all devices and the original plans? What brand and model fire alarm and security systems existing if any? When can we review the site if needed? What are the ceiling hieghts and ceiling materials? Is all attic space accessible. Is there existing conduit and will any wire be required to be in conduit or is free air above ceiling cable acceptable? Is the ceiling space a plenum space required to have plenum cabling?

Response: The is a replacement of an aging Fire and Security system. The Library Director may be able to answer some of these questions, but may not. I have already reached out to the director to see about scheduling a time to visit both library branches.

Question: We would like to request an extension to the due date to allow adequate time to review the sites once a visitation date is determined.

Question: The code does not require the upgrade to be designed based on new construction standards, however we would like to know the counties position on this. Do you want the system to be designed to the most current code for new buildings, voice Evac system if occupancy rating is over 1000 people, or are you simply looking to upgrade the existing panels and devices in accordance with the requirements of Chapter 11 Existing Buildings of the IFC 2018 SC modified code, updated visual appliances? There is a cost difference between new building standards and existing building standards. If new building standards are required please indicate the max occupancy of each building to determine if Voice Evac is required.

Response: The Darlington County Library System is looking to upgrade the existing panels and devices in accordance with the requirements of Chapter 11 Existing Buildings of the IFC 2018 SC modified code, updated visual appliances. The library expectation is the cost difference between new building standards and existing buildings standards would make the project cost-prohibitive for us to do both libraries in the same year. At this time the only occupancy limits the Library Director could provide were the limits to the meeting rooms. The Darlington Branch large meeting room occupancy is less than 100 and the Hartsville Branch meeting room occupancy is less than 125. The Library Director has reached out to the County Fire Marshall for the total occupancy for both buildings.
