Notice is hereby given that the Board of County Commissioners of Okaloosa County, FL, will accept bids until 3:00 p.m. (CST) December 07, 2022, for the Woodland Drive Sidewalk Bluewater Bay.

Interested respondents desiring consideration shall submit their response online at Vendor Registry through the link provided below:

Unless otherwise stipulated in the bid/bid description, all responses must be submitted using Vendor Registry only. No other means of submission of responses will be accepted. Responses will be accepted by Vendor Registry until 3 p.m. (CST) December 07, 2022, at which time all bids that are timely submitted will be opened and reviewed.
The County reserves the right to award the bid to the lowest responsive respondent and to waive any irregularity or technicality in bids received. Okaloosa County shall be the sole judge of the bid and the resulting Agreement that is in its best interest and its decision shall be final.

A non-mandatory Pre-Bid meeting will be conducted at Abram’s Park at 1490 Southwind Drive, Niceville, Florida 32578 on November 15, 2022 at 1:00 P.M. (CST). While the meeting is non-mandatory, attendance is highly encouraged. Attendees shall meet at the front door of the building for the pre-bid meeting. Okaloosa County will transmit to all plan holders of record an Addenda in response to written questions received no later than seven (7) days prior to Bid Opening date. Oral statements may not be relied upon and will not be binding or legally effective.

BID ITEM: Woodland Drive Sidewalk Bluewater Bay
PURPOSE: Okaloosa County “Owner”, on behalf of the Facilities Maintenance Department, seeks a Contractor to grade, form, pour, and finish approximately 2150 feet of concrete sidewalk on the south side of Woodland Drive starting at Southwind Drive and ending at White Point Road in the Bluewater Bay Community of Niceville Florida. The sidewalk should be a minimum of 4 ft from the existing Woodland Drive roadway extending to a minimum of 9 feet from the existing roadway, leaving a 5 feet wide walkway. The new path should not inhibit storm water gravity flow to existing storm drains. The sidewalk in the area of the storm drain closest to Southwind Drive shall leave an opening 8 feet long where a composite walkway will be installed by others.
I. REQUIREMENTS:
a. The full 2,150 feet of walkway shall meet A.D.A. requirements.
b. The sidewalk shall be located on the South side of the road, measuring 5 feet wide and shall be poured at 4 inches thick.
c. Grooved in the pour control joints shall be placed ever 6 feet with expansion joints every 60 feet throughout sidewalk.
d. A ready mix concrete must be used to pour the sidewalk rated at 3000 p.s.i., and must include fiber.
e. Sidewalk must be flared where it meets existing roads and private driveways, grading must be done where needed.
f. Contractor is responsible for all tools, labor, materials, equipment, traffic control, grading and grading materials needed to complete the project.
g. Jobsite must be cleaned of tools and trash after each work day by contractor. Make-safe cones and/or tapes should be used as needed for safety during and after working hours.
h. Existing landscaping and overgrown brush in the path of the new pavement shall be removed by the MSBU landscaping contractor. See attached digital images for location.
i. Contractor may use toilet and picnic facilities at 1490 Southwind Drive, Abrams Park, for break periods.
j. Contractor shall secure all permits and inspections to complete the project. Contractor shall work on the project continually at least 4 days a week, weather permitting, to complete project in a timely manner. Requests for payment shall be invoiced monthly until final completion of the project.
k. Existing landscaping and overgrown brush in the path of the new pavement will be removed by the MSBU landscaping contractor. See attached digital images for location. New grass sod needed after the completion of the walkway will also be completed by the MSBU landscaping contractor.
l. Sidewalk shall be designed in accordance with the Manual of Uniform Minimum Standards for Design, Construction and Maintenance Florida Greenbook 2022 edition. Constructed in accordance with FDOT Standard Plan Index 522-00 and 522-002.
m. Contractor shall secure all permits and inspections to complete the project. Contractor shall work on the project continually at least 4 days a week weather permitting, to complete project in a timely manner. Requests for payment will be accepted at 25%, 50%, 75%, and 100 % of finished concrete completed.

Question: 1. There are no erosion control notes or specifications in the bid documents; who is responsible for the erosion control, installation, maintenance and monitoring of the project? 2. NPDES Permit? Who is responsible? 3. Page 4/57, II ADITIONAL REQUIREMENTS - item A describes a natural gas generator, concrete pad, transfer switch and installation; is this part of this contract? 4. Under Bid Item I -REQUIREMENTS - item M states the existing landscaping and overgrown brush will be removed by the MSBU contractor; Will they perform ALL clearing for the sidewalk pathway?
