Pre-Bid Meeting Details: Please sign up if you plan to attend the pre-bid meeting.A NON-MANDATORY Pre-Bid Conference will be conducted at the Destin-Fort Walton Beach Airport, Conference Room No. 1, 1701 State Road 85 N, Eglin AFB, FL 32542-1498 on November 13, 2024 10:00AM. A Zoom meeting will also be provided simultaneously. A Site Inspection will be conducted immediately following the Pre-Bid Conference. The Pre-Bid Conference is the primary opportunity that Bidders will have to address with the Owner questions about the Project, the Contract Documents, and the Owner’s security requirements.

Question: As of 11/20/2024 the current lead time on tanks is 16-20 weeks from approval of shop drawings. Factoring shop drawing generation, and EOR approval adds an additional 4 weeks. Additionally there are long lead times on the lined pipe required. The contract time time currently allotted is not sufficient for the project. In addition, since permits and drawings must be submitted by contractor, 4-6 weeks will be required to submit and receive approved permits back from the building dept, assuming no corrections to the drawings required by EOR. Regarding the specialized lined piping, is stainless steel welded piping an alternative? We are seeing stainless steel piping being used on fuel farms and major airports currently as it complies with new ATA regulations.

Question: 1. As noted in Instruction to bidders (INS-3), all proposals shall be written in ink. Can you confirm if all documents must be completed in ink or is an electronic version acceptable? It also states all signatures must be in ink. Is an electronic version acceptable for that portion as well? 2. On MCP-2 it notes that the goals for minority participation is a 3.79%, which was adjusted in Addendum 1 to 1.74%. It also notes that the female participation is 3.79%. Is this also reduced? Are both goals or is DBE the only goal? 3. Please confirm bidders are not required to fill out any documents in Mandatory Contract Provisions when submitting RFP.
