Description: The County of Calhoun is requesting Statements of Qualifications from benefits consultants and agents who specialize in providing technical assistance in managing health and wellbeing programs, specifically seeking those firms with experience in public sector and unionized environments. Additional preference will be given for firms with demonstrated experience related to an on-site employer health and wellness clinic. Calhoun County currently provides flexible benefit program to employees that includes but is not limited to medical; prescription; dental; vision; life; accidental death and dismemberment; short-term and long-term disability; flexible spending and health savings accounts; voluntary benefit plans, such as life, disability, and accident insurance; wellness program; and a near-site employer sponsored health and wellness clinic.

Question: 1) Does Calhoun County have benefit plans for active pre/post 65, and retiree pre/post 65? If so, are there separate benefit offerings for post 65 or retiree groups that will fall under the scope of this RFP? If retiree benefits will be included, does current consultant assist with OPEB calculation and reporting? Could you provide potential lines and service items which may be included (such as a group Medicare Advantage/Supplement plan)? 2) Who is your TPA or ASO Carrier currently administering your self-funded health plan? What Pharmacy Benefit Manager is currently being utilized? 3) Can you provide the number of active and retirees covered under the health plan? 4) Is Calhoun County currently utilizing a medical/Rx data analytics platform, if yes, is this being provided by your current consultant? If yes, are there additional costs associated with the platform, or included in a fixed fee? 5) How does Calhoun County currently handle ACA 1094/1095 reporting requirements (ie, in-house, third-party, current broker, etc.) 6) Does Calhoun County currently utilize an online benefit enrollment or administration platform? Does this platform integrate with payroll? Can you advise what platforms are used for benefits and payroll? Is this platform being provided or subsidized by an existing vendor and/or current consultant? 7) Who does Calhoun County currently utilize to manage your near site clinic?
